On 5/19/26, I Ofc Bradstreet, responded to the intersection of Farmer St and E Washington St in reference to a traffic accident.
Upon arriving on scene, I observed a white Honda Accord on the shoulder of Farmer St and a White Toyota Tacoma on E Washington St. The driver of the white Honda was still seated in the driver’s seat with the door open. The strong odor of marijuana was coming from the Accord. I gathered all information relevant for the initial crash investigation and report. I was then informed by units on scene that the driver of the white Accord had a suspended license. I then made contact with the driver of the Accord, Wesley Anthony.
I asked him to step out of the vehicle and to the rear of his car. He complied and stepped to the trunk. He was walking [REDACTED BY AGENCY] so I allowed him to sit and lean on the back bumper. The odor of marijuana was observed coming from his person as well as the vehicle. I also observed his eyes to be blood shot and glassy and his mouth to be dry.
I then asked Wesley if he had taken any drugs today. He stated that he had smoked marijuana approximately an hour prior to driving the vehicle. I then asked if he would participate in standardized field sobriety testing. He agreed to these tests. I began this battery of tests with Horizontal Gaze Nystagmus (HGN).

I medically qualified Wesley by checking for Equal Tracking, Equal Pupil size, and Resting Nystagmus. I then conducted the test. I did not observe any clues on this test.
I did not completed the Walk and Turn or the One Leg Stand test due to [REDACTED BY AGENCY] and complaint of injury.
I then moved on to Lack of Convergence (LOC)
LOC present.
I conducted this test and observed that Wesley’s eyes did not converge on either of the two passes on this test. Neither eye moved toward the center. I then conducted the Modified Romberg (MR) test.

During this test, Wesley had [REDACTED BY AGENCY]. He was fidgeting with his hands the entire time. I observed him estimate 30 seconds in 22 actual seconds.
I then advised him that he was under arrest for DUI and driving on a suspended license. I then placed him in handcuffs in front of him due to his injuries. [REDACTED BY AGENCY] then searched him incident to arrest. As [REDACTED BY AGENCY] began this process, Wesley informed him that he had marijuana in his underwear. This was recovered by [REDACTED BY AGENCY]. A scale was also located in the Accord with green leafy residue on it. The Suspected Marijuana and the Scale were placed into evidence.
I then secured him in the rear of my patrol vehicle. I then read him implied consent from my green, agency issued card. Wesley denied the state test of his blood. I then transported Wesley to [REDACTED BY AGENCY] for medical clearance. After he was medically cleared for jail, I transported him to the Coweta County Jail where he was turned over to jail staff for processing.
He was charged with DUI Drugs, Suspended License, Possession of Marijuana, and Possession of Drug Related Objects.
