[NARRATIVE #1 on April 19, 2023]
On Wednesday, April 19, 2023 at approximately 1844 hours, Corporal Dustin Harvey was responding to [100 BLOCK] Penelope Drive in reference to a shooting when a vehicle description of a white and blue in color GMC truck with the back window gone was dispatched through the radio. The vehicle described passed Corporal Harvey on Dothan Road in the area of Betty’s Diner.
Corporal Harvey turned his vehicle around and initiated a traffic stop with his lights and siren. The vehicle pulled into the Circle K on Dothan Road and Corporal Harvey initiated a felony stop at gun point. Corporal Harvey ordered the driver out of the vehicle and then ordered the driver to walk backwards toward him. Corporal Harvey ordered the driver to the ground and he went to his knees.
Corporal Harvey then ordered the front passenger out of the vehicle and to turn away from his voice and walk backwards. The front passenger then stated “we don’t have a gun” and Corporal Harvey ordered his to walk backwards toward him. Corporal Harvey ordered the front passenger to the ground and he went to his knees.
Corporal Harvey then asked if anyone else was in the vehicle and a rear passenger stepped out of the passenger side door. Corporal Harvey then ordered the rear passenger to walk backwards toward his voice and then ordered him to the ground. The front passenger went down to his knees.
Deputy Timothy Fowler then began handcuffing the occupants of the vehicles. Deputy Fowler started with the driver and then the front passenger and then the rear passenger. Deputy Fowler walked the driver and front passenger back to the front of his patrol vehicle and then walked the rear passenger to Corporal Harvey’s patrol vehicle.
Corporal Harvey walked to the driver and front passenger and asked where they were coming from and at the same time the driver said “gym” and the front passenger said “my dad’s”. Corporal Harvey then walked to the rear passenger where they were coming from and he said “they just picked me up from my house behind Wal-Mart”.
Corporal Harvey asked for consent from the driver to search the vehicle and he stated “not until you need to search it”. Corporal Harvey then informed him that he was going to tow the vehicle and get a search warrant. All three suspects were transported to the Decatur County Jail, awaiting to be interviewed on the suspicion of Aggravated Assault.
While in custody, the front passenger, Jacob Mills escaped custody of the Jail. Jacob was found out to have left the Jail and went to the address of [100 BLOCK] Clilff Circle where he briefly talked to his mother and then left the residence. Jacob’s mother stated that he ran out the door and she does not know if he was on foot or in a vehicle.
Jacob’s mother did not notify law enforcement that Jacob was there until Chief Deputy Wendell Cofer called her. Additional law enforcement personnel were called out to the area in the search for Jacob. This incident was recorded on Corporal Harvey’s in-car camera and his B.W.C.

[NARRATIVE #2 on April 19, 2023]
On 4/19/2023 at 1845 hours, Deputy Jeff Riggins responded to [100 BLOCK] Penelope Drive in reference to a report of shots fired.
While heading to the scene Dispatch provided a vehicle description of the possible offender. Corporal Dustin Harvey advised over dispatch he located a vehicle matching the description and was stopping the vehicle at the Circle K on Dothan Road. Deputy Riggins began heading towards Cpl. Harvey. All subjects were secured before Deputy Riggins’ arrival.
Deputy Riggins started back towards [100 BLOCK] Penelope Dr to make contact with the complainant. Upon arrival, Deputy Riggins made contact with [VICTIM #1] about the incident. [VICTIM #1] stated she was standing at her grill when she heard a vehicle pulling up beside her residence. [VICTIM #1] stated she then heard a loud pop.
[VICTIM #1] stated she turned around a saw a white and blue GMC Jimmy leaving the area at a high rate of speed. [VICTIM #1] stated she recognized the vehicle as one Andrew Bardin drove. [VICTIM #1] stated she also saw Jacob Mills in the vehicle and a third subject she did not know. [VICTIM #1] showed Deputy Riggins where the vehicle was stopped on Plum Kelly Road.
Deputy Riggins used his patrol car to block the roadway for Investigations. [VICTIM #1] stated her granddaughter, [VICTIM #2], came out of the residence and saw the vehicle as well. [VICTIM #1] stated [VICTIM #2] was having an on going problem with Mills. Deputy Riggins spoke with [VICTIM #2], who stated Mills had been threatening her to the point she had to block him from contacting her.
[VICTIM #2] stated on Valentine’s day Mills threatened to shoot up her residence. [VICTIM #2] stated Mills had threatened her in the past by brandishing a firearm at her and chasing her into Bainbridge. Deputy Riggins advised Investigator McCoy and Cpl. Harvey of the information provided. Deputy Riggins turned the scene over to Investigator Garrett Wooten upon his arrival.
