On May 4th, 2023 at approximately 1737 hours, (Dep.) Deputy Timothy Fowler responded to the area of [200 BLOCK] Hales Landing Road in reference to a Fight in progress. Upon arrival Dep. Fowler made contact with Megan Howell. Dep. Fowler stop Howell at the address of [300 BLOCK] Hales Landing Road where she appeared to have been running from the residence.

Dep. Fowler asked Howell what had occurred between her and her boyfriend, because deputies received two phone calls from anonymous complainants stating a white female and male subject were in their front yard throwing hands. Dep. Fowler was advised by Howell that everything that occurred was verbal and not physical.

Dep. Fowler then was assisted by Dep. Riggins and Cpl. Harvey who made contact with [VICTIM #1] at the residence. Dep. Fowler advised Howell that she was going to be placed in investigative custody until deputies found out further. Dep. Fowler placed Howell in handcuffs behind her back and double locked said handcuff’s and checked them for fit.

Dep. Fowler then noticed Howell carrying a brown in color purse under her left arm. Dep. Fowler asked Howell if she had anything inside the purse that would cause her to catch another charge pending the current investigation. Howell advised Dep. Fowler that there shouldn’t be.

Dep. Fowler gathered the purse, and searched it for anything that would be illegal to take behind guard lines pending the current FVA investigation. Upon searching the purse Dep. Fowler found the following items: (21) Clear in color straws containing a burnt drug residue, (1) Clear smoking pipe containing drug residue, (2) clear green plastic baggies containing a white powdered residue and approximately 100 white in color pills/capsules that had the marking of XI 20.

Dep. Fowler later searched up the pills finding that half were Tylenol 325 mg and the other have with the XI20 marking were OTC (Over the counter) Omeprazole. Dep. Fowler then made further contact with Cpl. Harvey who made contact with [VICTIM #1]. Cpl. Harvey advised Dep. Fowler that Howell was in fact the predominate aggressor from his statement and the fact that he was sustaining marks. Cpl. Harvey with supplement this report with this statement.

Dep. Fowler then placed Howell under arrest advising her of her current charges. Possession of Drug Paraphernalia (Objects Prohibited) and Simple Battery Family Violence. Dep. Fowler asked Howell once again did she have anything else on her person that would cause her to catch another charge. Howell responded with “NO.”

Upon arrival to Decatur County Jail with Howell in rear seat of Dep. Fowler’s Patrol vehicle, Howell advised that she had drugs on her but did not know where they come from. Dep. Fowler asked her where were the drugs, and Howell indicated them to be stuffed in her bra. Dep. Fowler advised Cpl. Harvey of this finding and then notified on call investigations.

Dep. Fowler gathered the contraband from Howell, which was removed by Detention Deputy at the jail. Dep. Fowler later relocated to Decatur County Patrol room where he tested these drugs found with (2) separate Narcotics Analysis Reagent Kits. (NARK) One for Methamphetamines and the other kit was for Cocaine.

After testing using both kits, the substances were indicated to be suspected for cocaine. This testing was conducted under recording of Dep. Fowler’s AXON BWC. Howell was notified in Decatur County Jail that she would also be charged with Possession of Cocaine and bringing contraband across guard lines.

This incident was recorded on Dep. Fowler’s AXON BWC and in car camera system. Warrants applied For. All warrants have been granted by Judge Emmons pending the Simple Battery FVA. Warrants have been placed in evidence box with copy of report for Inv. Terry Phillips to build case file.
