On January 13, 2025 at approximately 1234 hours, Sergeant Michael Starling responded to [100 BLOCK] Henry Lane in reference to a domestic.

Sgt. Starling made contact with [VICTIM #1] in the front yard. [VICTIM #1] stated her son Ruben Villegas was acting out and she wanted him to stop. Ruben had threaten her in the past and she feared that he would do something. [VICTIM #1] was advise that she could evicted Ruben if she wanted him gone.

Ruben stated that he was being watched in the woods and that he found illegal activities in the woods. He would clam the red bricks in the woods were placed there to cover up what was going on. Ruben would claim several different objects he found were placed there by the government. Ruben was asked several times if he could just stay away from his family and not argue with them. He became upset and refused to talk to law enforcement. Ruben walked away from law enforcement and went into the back yard.

While talking to [VICTIM #1], Sgt. Starling heard a dog yelping in the back yard. When he looked toward the front end of a RV he observed Ruben holding down a white pit bull. Ruben was holding down the dog chain with his left foot while striking the dog with right hand. Sgt. Starling saw and heard the dog yelping while being stroke. Sgt. Starling approached the front of the RV while giving Ruben verbal commands. Ruben commanded to place his hands behind his back. He refused to cooperate. Sgt. Starling placed Ruben at taser point and commanded him again to placed his hands behind his back. Deputies on scene were able to place Ruben under arrest without incident.

[VICTIM #1] stated that she owned the dog (Sancho) that Ruben was hitting. Ruben Villegas was placed under arrest for Cruelty to Animal. Warrant applied for on January 13, 2025. Warrant granted.
