I, Ptl Loud responded in normal mode to [1400 BLOCK] Pearl Ave. in reference to a contact police call.
Upon arrival, I made contact with Animal Control [REDACTED] who advised he was contacted in reference to a deceased dog. [REDACTED] advised there was a brown pit bull chained up to a fence laying in the alleyway. [REDACTED] advised the dog died from heat exhaustion. [REDACTED] advised there was a bowl of water and dog food outside, however with it being 98 degrees Fahrenheit the water would have been too hot for the dog. [REDACTED] did provide me with pictures of the deceased animal to my work email.
I made contact with homeowners, Brian Richardson, and [REDACTED]. Brian advised that the dog belonged to him. Brian stated he last fed the dog at approximately 645 hours before he left for work. He advised the dog was chained up to the fence due to him constantly digging and escaping the fence from the inside. Brian stated several of his neighbors have complained due to his dog being able to get free and roaming around the neighborhood.
Brian advised he thought it was best to chain the dog up to the fence and leave him with food and water versus placing him inside of the home and under the carport in a dog cage. Brian stated due to how active his dog is and how much he damages the fence and other items his options were limited.
The dog was outside approximately nine hours without any shelter from the sun before it was reported thatthe dog was deceased.
I contacted Sgt Tuten in reference to this incident.
Myself and Ptl Thomas placed Brian in double locked hand restraints and advised him he was being charged with cruelty to animals. We searched his persons for weapons and drugs with negative results. We placed him in the rear of my patrol vehicle. Due to Brians weight, his safety belt was not placed on him. I escorted Brian to the Dougherty County Jail without further incident. Prior to entering the jail, I placed my duty weapon in the trunk of my patrol vehicle. After the escort was complete, I retrieved my duty weapon and conducted a backseat check for weapons and drugs with negative results.
A warrant will be taken for Brian for Cruelty to Animals 26-010893-01.
