On 06/19/2026 at approx. 2032 hours, we, Ptl. Green and Ptl. Harris responded in normal patrol mode to Phoebe Main (417 W. 3rd Ave.) in reference to a disorderly conduct incident.

Upon arrival, we made contact with the security guard, [WITNESS #1], who was involved in the altercation with the patient in Triage Room 4. [WITNESS #1] stated Thomas was brought in by APD for medical treatment (see case number 26-008380). [WITNESS #1] stated Thomas was in Triage Room 4 and was waiting to be seen by the doctor. [WITNESS #1] stated ever time the nurses asked Thomas if they could do blood work or an EKG, he would resist. [WITNESS #1] stated that Thomas stared walking in and out of the room and he told him to stay inside of the room several times. [WITNESS #1] stated he called for another security guard to come into the room to assist him.

[WITNESS #1] stated the security guard, [VICTIM #1], came inside of the room and told Thomas to sit down as well. [WITNESS #1] stated Thomas pushed [VICTIM #1] out of the room. [WITNESS #1] stated [VICTIM #1] made Thomas go back in the room and that was when he (Thomas) pushed [VICTIM #1] against the wall. [WITNESS #1] stated that Thomas then became violent toward him by punching him in the chest and pushing him. I asked [WITNESS #1] was he hurt or injured to which he stated no. I did not observe any marks or bruises on [WITNESS #1].

While speaking with [WITNESS #1], we observed Thomas laying on his left side on the ground. Thomas was wearing a white in color T-Shirt and gray jogging pants. Thomas had his arms secured behind his back with flexi cuffs. Thomas’ feet were secured in flexi cuffs as well. I asked [WITNESS #1] if any of the nurses were assaulted by Thomas and he said no. [WITNESS #1] stated he and [VICTIM #1] placed him in the cuffs until we arrived on scene. We replaced the flexi cuffs with handcuffs and sat Thomas in a wheelchair. Thomas was escorted out of the hospital. Once we arrived at the patrol vehicle, Thomas was placed in leg restraints. We asked Thomas to get inside of the patrol vehicle, but he said that he was unable to walk and could not see. Thomas was then placed in the rear of my patrol vehicle, car 18-191.

Sgt. Hart arrived on scene and attempted to contact the REACH officers, but negative contact was made. While Thomas was in the rear of my patrol car, he would fall asleep and wake up laughing hysterically.

I, Ptl. Green, then made contact with [VICTIM #1]. [VICTIM #1] stated that Thomas became irate after being told to remain seated for treatment. [VICTIM #1] stated that Thomas then pushed him in the chest. [VICTIM #1] further stated that Thomas also became violent with [WITNESS #1]. I asked [VICTIM #1] was he hurt or injured and he said no. I did not observe any marks or bruises on [VICTIM #1].

An arrest booking card was completed. Thomas was not placed in a safety belt due to his erratic behavior prior to getting inside of the patrol vehicle. Thomas was complaining of a headache. Thomas was transported to the Dougherty County Jail. Upon arrival at the jail, our weapons were placed in the trunk of my patrol vehicle. Thomas was escorted into the jail and released to the jail staff without incident. A search of the rear of my patrol vehicle was conducted before and after the transport. The search yielded negative results for any weapons or contraband.

Thomas was given citation AA005156 for Disorderly Conduct. A REACH Form was completed.

This case is cleared by arrest.
