I responded in normal mode to [80 BLOCK] Dobbs Dr in reference to family violence.

Prior to my arrival I heard Cpl Perry advised via radio that he was going out with the suspect on Moultrie Rd. I responded to the 800 block of Moultrie Rd. I observed Cpl Perry had a black male at taxer point. Verbal commands were given to the male to place his hands behind his back. I placed the male in double locked handcuffs to the rear.

The male who identified himself as Corey Rutland was searched for weapons/contraband yielding positive results. Rutland had a fixed blade knife in his right pants pocket, a fixed blade in his left jacket pocket, and a folding knife in his left pants pocket. All of the knives were placed in evidence bags. Rutland was placed in the rear of Cpl Perry’s patrol vehicle.

I responded to [80 BLOCK] Dobbs Dr to make contact with the victim. Contact was made with a female who identified herself as [VICTIM #1] outside. [VICTIM #1] advised her boyfriend Rutland took her phone. [VICTIM #1] advised she wasn’t worried about it because he couldn’t get into it. [VICTIM #1] advised she went in her room and was listening to music and drinking sitting on the bed. [VICTIM #1] advised Rutland jut came in and hit her in her face. [VICTIM #1] did not specify if it was with a closed fist or not.

[VICTIM #1] advised her son [VICTIM #2] came and was trying to defend her and Rutland punched him in the back of the head. [VICTIM #1] advised Rutland then placed his hands around her neck and choked her stating she was going to die tonight. [VICTIM #1] advised she could not breathe. I did not observe any visible markings on [VICTIM #1]’s neck/body. [VICTIM #1] advised she left out of the back door then called [VICTIM #2] and told him to come with her and they walked to the front entrance of the lot.

Contact was made with [VICTIM #2] on scene. [VICTIM #2] advised he was in his room and heard a hitting sound. [VICTIM #2] advised he got up and observed Rutland holding [VICTIM #1] down on the bed with his hands around her neck. [VICTIM #2] advised he stood in front of [VICTIM #1] to stop it and Rutland punched him in the back of his head.

Sgt Outlaw was notified of this incident. The on call investigator T Brown was notified and responded to the scene.

Rutland was transported to the Dougherty County Jail. Upon arrival at the jail I placed my duty issued weapon in the trunk of my patrol vehicle. I escorted Rutland in the jail. Rutland was turned over to intake officers.

This case is cleared by arrest.
