I, Ptl Loud responded in normal mode to 408 S Slappey Blvd (Dollar General) in reference to a public indecency.
This is the second call we received from that location during the current shift in reference to public indecency with the same male subject description.
Upon arrival, I made contact with [WITNESS #1] who stated that a male wearing all black (later identified as Desmond Fuller) was standing outside of the front door with his genitals exposed. [WITNESS #1] stated several customers came inside of the store and told her that there was a black man standing outside with his jacket, tied around his waist to expose his genitals. [WITNESS #1] stated she is familiar with Desmond and he has done this before. [WITNESS #1] stated Desmond walked away on foot traveling northbound on Slappey Blvd.
When I arrived on scene, I saw Desmond back in the parking lot of Dollar General attempting to walk away very fast towards Pace (404 S Slappey Blvd). I made contact with him and told him to come talk to me. I asked Desmond if he was showing his genitals (pe*is) to customers walking into Dollar General. Desmond stated he was not. I asked Desmond if he was asking people for money with his genitals completely exposed. He stated he was not. Desmond stated that he had his black jacket tied around his waist and that he was fixing his pants so he only lifted his shirt up to fix his pants.
I asked Dispatch to send me another unit and Ptl Simpson and Lt Arline arrived on scene.
I placed Desmond in double locked hand restraints and searched his persons for weapons and drugs with positive results. I found a used crack pipe and a paper towel with copper wire wrapped inside of it. I discovered these items in his right pants pocket. I secured the cracked pipe and wire into an evidence envelope separately so that it may be logged into evidence at the law enforcement center. Desmond stated that the crack pipe was not his. We placed Desmond in the rear of my patrol vehicle.
I made contact with [WITNESS #1] again. [WITNESS #1] advised due to his actions, she wanted him criminally trespassed.
I escorted Desmond to the Dougherty County Jail without further incident. Desmond made me feel very uncomfortable due to his various statements. Desmond continuously asked me to drink and smoke with him when he got out of jail. Desmond asked me where I lived and if I was in a relationship. Desmond leaned his head, close to the back window that separated us and moaned my name several times. Desmond asked me repeatedly if we were in a relationship would I cheat on him. He also stated that he was sorry for exposing himself and asked me if I would give him another chance.
Prior to entering the jail, I placed my duty weapon in the trunk of my patrol vehicle. While inside the jail, I issued Desmond a citation for Public Indecency (G0063062) and Drug Related Objects – Possession and Use (G0063061). I left his copies with the jail staff. After the escort was complete, I conducted a backseat check for weapons and drugs with negative results.
The crack pipe and copper wire wrapped up in a brown paper towel will be logged into evidence locker 02 at the law-enforcement center. Per NCIC/GCIC all parties did not have any active warrants.
A criminal trespass warning was entered into the system per [WITNESS #1].
This incident was cleared by arrest.
