Officer’s Narrative:

I, Cpl. N. Richardson responded in normal patrol mode to [1900 BLOCK] Edgerly Ave. in reference to a criminal damage to property. Upon arrival, I made contact with black female [VICTIM #1].
[VICTIM #1] stated that she was cooking inside of her residence when she heard something that resembled gunshots. [VICTIM #1] stated that when she came outside, she observed her brother, black male [VICTIM #2]’s 2022 orange Dodge Charger displaying Ga tag [REDACTED] damaged, her husband’s brown 2018 Infiniti Q50 displaying Ga tag [REDACTED], and daughter black female [VICTIM #3]’s 2019 Nissan Sentra displaying Ga tag [REDACTED] damaged. [VICTIM #1] stated that she then called police. [VICTIM #1] stated that her grandchild, black female juvenile [REDACTED BY AGENCY] and nephew black male juvenile [REDACTED BY AGENCY] were also inside of the residence. [VICTIM #1] did provide a witness statement.
I then made contact with black male [VICTIM #4]. [VICTIM #4] stated that he was inside of his bedroom preparing to mount a Blink camera on the outside of his residence. [VICTIM #4] stated that he then heard several gunshots coming from outside of his residence. [VICTIM #4] stated that he went outside with [VICTIM #1], [VICTIM #3], and [VICTIM #2] to see what happened and observed bullet holes in [VICTIM #3]’s, [VICTIM #2]s and his vehicles. [VICTIM #4] stated that incident was captured on his camera footage and given to me. [VICTIM #4] did provide a witness statement.
Contact was made with black female [VICTIM #3]. [VICTIM #3] stated that she was inside of her bedroom when she heard gunshots coming from outside of her residence. [VICTIM #3] stated that she then rolled off of her bed and to the ground. [VICTIM #3] stated that as she went to the floor, a bullet went through the window of her bed and over her head. [VICTIM #3] stated that she then ran out of her room to check on her family. [VICTIM #3] did provide a witness statement.
I then made contact with black male [VICTIM #2]. [VICTIM #2] stated that he was inside of the residence when he heard gunshots. [VICTIM #2] stated that when the gunshots stopped, he went outside and observed his vehicle damaged. [VICTIM #2] did not provide a witness statement.
While on scene, I observed a black male and black female standing outside of [1900 BLOCK] Edgerly Ave. I then made contact with black male [WITNESS #1] and black female [WITNESS #2]. [WITNESS #1] stated that he and [WITNESS #2] resides at [1900 BLOCK] Edgerly Ave. [WITNESS #1] stated that he and [WITNESS #2] were on the way home when they observed a silver SUV slowly driving by their residence. [WITNESS #1] stated that it looked to be 2 people with gun shooting at [VICTIM #1]’s residence. [WITNESS #1] stated that they then sped off eastbound in the 1900-blk Edgerly Ave. [WITNESS #1] did provide a witness statement.
I then made contact with black female [WITNESS #2]. [WITNESS #2] stated that she and [WITNESS #1] was on their way home to [1900 BLOCK] Edgerly Ave. [WITNESS #2] stated that while on the way home, a SUV vehicle pulled in front of them. [WITNESS #2] stated that the passenger in the vehicle rolled their window down. [WITNESS #2] stated that when the vehicle got in front of [1900 BLOCK] Edgerly Ave., they began firing gunshots at the residence. [WITNESS #2] stated that the vehicle then passed them driving eastbound in the 1900-blk Edgerly Ave. [WITNESS #2] did provide a witness statement.
While on scene, I was provided video footage of the incident by [VICTIM #4]. On the video footage, I observed a silver Ford Explorer with a prescion lube sticker in the bottom left corner of the vehicle traveling westbound in front of [1900 BLOCK] Edgerly Ave. I then observed someone fire gunshots towards [1900 BLOCK] Edgerly Ave. and then speed off. The video footage was collected and will be placed into evidence locker #02.
While on scene, I observed several 9mm shell casings inside of the roadway in front of [1900 BLOCK] Edgerly Ave. I also observed damage to the trunk of [VICTIM #4]’s vehicle, damage to the passenger side of [VICTIM #3]’s vehicle, and damage to the front windshield and driver side window of [VICTIM #2]’s vehicle. I then observed damages to the driver side door of [VICTIM #2]’s vehicle. Photos were taken and was placed into evidence locker #02.
While on scene, I was informed by Inv. D. Jones that he observed the vehicle at the intersection of W. Gordon Ave./S. Slappey Blvd. Inv. Jones then conducted a traffic stop on the vehicle at 713 S. Slappey Blvd. (Whistle). I was then informed by Inv. Jones that he made contact with black male Drashawn Palmer and that he observed a 9mm handgun inside of the vehicle. I was then informed by Inv. Jones that he had detained Palmer. Ptl. T. Davis, who was on scene with Inv. Jones transported Palmer to 201 W. Oglethorpe Blvd. (Law Enforcement Center).
Inv. Jones then arrived at [1900 BLOCK] Edgerly Ave. and conducted his investigation. Once completed with his investigation, he responded to the LEC in reference to making contact with Palmer.
Sgt. C. Billsby with IDENT responded to the scene and took photos and shell casings. Ptl. A. Conley stood by and secured the scene for IDENT.
I then responded to the LEC and made contact with Inv. Jones and Inv. J. Kicklighter. I was informed by Inv. Jones that Palmer refused to talk and that he would be charged with 6 counts of Aggravated Assault- firearm and 3 counts of criminal damage to property- 2nd degree.
I then placed Palmer into double-locked handcuffs, searched him incident to arrest, and placed him into the rear of my patrol vehicle. I then transported Palmer to the Dougherty County Jail and secured my service weapon into the trunk of my patrol vehicle. I then escorted Palmer into the Dougherty County Jail, where eh was then turned over to the intake officers. After turning Palmer over to the intake officers, I searched the rear of my patrol vehicle for any illegal contraband, but was met with negative results.
Sgt. R. Diaz was notified of the incident.
