On July 21st 2026 I responded in normal patrol mode to [1200 BLOCK] Moultrie Rd lot [REDACTED] in reference to a Family Violence call in the city limits of Albany, GA.
Upon arrival contact was made with the caller (later identified as [VICTIM #1]) who stated her boyfriend (Later identified as James Malik McNeil) and father of her child (Later identified as [REDACTED BY AGENCY] choked her on Wednesday on last week 07/15/2026 during a verbal altercation.
[VICTIM #1] stated the incident began while she and McNeil were in the bed room playing call of duty when she observed he became quiet and was on his cell phone. [VICTIM #1] stated she observed McNeil downloading an App (unspecified) “that he uses to cheat on her”. [VICTIM #1] stated she remarked to McNeil if “he really needed that app” to which he became irate and began yelling at her stating he was a grown man and could do what he wanted. [VICTIM #1] stated McNeil then lunged at her from across the bed and grabbed her by the neck with both of his hands.
[VICTIM #1] stated during the incident she maneuvered [REDACTED BY AGENCY] away from them to avoid her from being injured. [VICTIM #1] stated McNeil pinned her to the bed while choking her causing her to be unable to breathe. [VICTIM #1] stated McNeil then released one hand and began poking her in the side of the head cursing at her and stating she didn’t listen and that’s why he had to put his hands on her. [VICTIM #1] stated she pushed McNeil off of her twice with each time he returned and choked her on the bed. [VICTIM #1] stated on the third time she slapped McNeil in the side of the face which caused him get off from here the final time ending the physical altercation.
[VICTIM #1] provided photos of her injuries that she stated was taken following day. In the photos I observed red busing and marks on [VICTIM #1]’s upper chest and side of her neck. [VICTIM #1] stated she was in fear for her safety, stating that McNeil has made direct threats against her life including stating he would “kill” her if she involved the police and would “correct” her through physical violence even if she was holding [REDACTED BY AGENCY] should she discuss his abusive behavior. [VICTIM #1] further stated that McNeil has concealed important paperwork belonging to her and possesses a firearm, which made her worry for her’s and her daughter’s safety. [VICTIM #1] stated she did not have family or friends that she could go to in the event McNeil returned home from work from Loves Truck Stop (1737 Clark Ave). [VICTIM #1] was provided contact information to the Liberty House but was met with negative results after contacting them due to lack of space.
Contact was made with McNeil at 1737 Clark Ave (Love Truck stop) McNeil was informed due to allegations against him in reference to this investigation that he was being detained. McNeil was placed in double-locked handcuff at the rear and searched incident to arrest for weapons and contraband which was met with negative results.
McNeil was placed in the rear passenger seat of my marked patrol vehicle (18-003) and transported to the Law Enforcement Center (201 W Oglethorpe Blvd) to make contact with Investigator. D. White who responded in reference to this incident.
After Det. D. White’s investigation, McNeil was then transported to Dougherty County Jail (1302 Evelyn Avenue). Upon arrival, I secured my service weapon in the back trunk of the patrol car and turned McNeil over to the jail In-take staff for further processing. Post-transportation my vehicle was checked for weapons and contraband and was met with negative results.
Sgt. Allen was notified in reference to this incident
Det. White was notified and responded to this incident.
An NCIC/GCIC Status check for stolen/warrants was performed for all parties with negative results.
