On March 29, 2026, I (Ptl. C. Barrett) responded in normal patrol mode to [900 BLOCK] W. Residence Ave. in reference to a family violence call.

Upon arrival, I observed a gray 2024 Honda Accord (GA tag [REDACTED]) parked in front of the residence. Contact was made with the caller, later identified as Josie Stone, who stated her ex-boyfriend, later identified as Tyrese Parks, hit her during a verbal altercation. Both parties were present on scene.

Stone stated the incident began after she asked Parks if she could come to his house to get the phone she gave him, to which Parks stated she could. Stone stated that upon meeting Parks, she attempted to retrieve her phone, at which time he resisted briefly. Stone stated she took the phone from Parks, at which time he took the phone she already had in her possession. Stone stated Parks then fled to the side of the residence, where she chased him and a physical altercation occurred.

Stone stated Parks pushed her to the ground and put sand in her mouth and face. Stone then called 911 after the altercation, and both parties were separated. Stone cited numerous incidents in the past where there were physical altercations between herself and Parks and was persistent in citing text messages as proof of their relationship issues. Parks stated he and Stone have had a history of physical altercations and advised that in a previous incident today she bit his lip. Stone countered by advising she bit him because he kissed her.

Parks stated the incident began when Stone asked him to come over to talk after their earlier altercation. Parks stated that after Stone arrived, they spoke briefly when Stone took the phone she had given him out of his hand. Parks stated Stone gave him the phone after breaking several of his previous phones in past instances and advised there was not an agreement to return it to her. Parks stated he took Stone’s phone from her hand that she was already carrying in response.

Parks stated Stone attempted to take the phone back, and after a brief tussle, he ran from her to the side of the residence. Parks stated when Stone caught up to him, she punched him in the left side of his face, at which time he maneuvered and restrained her to the ground, causing sand and dirt to get onto her face and clothing. Parks stated while getting up and away from Stone, the sand in his hand got onto Stone’s face after he stood up. Parks stated during the altercation, Stone bit him on the hand.

Stone was observed wearing a dark blue hoodie and black shorts, with dirt in her hair and on her face, as well as a cut on her lower left ankle. Parks was observed wearing a blue shirt and teal-colored long pants, with scratches to the left side of his neck and bruising/bite mark on his left hand between the thumb and index finger.

During the investigation, it was revealed Stone drove to this location without a valid driver’s license in a vehicle with a suspended registration. Stone was issued a citation for Expired Vehicle Registration (40-2-8) and Driving Without a Valid Driver’s License (40-6-20). This incident does not meet the criteria for family violence. The cell phones involved in this incident were returned to Stone and Parks, respectively.

Based on statements made by Stone and Parks, both parties were issued a misdemeanor citation for disorderly conduct (38-43). Stone was detained and placed in double-locked handcuffs at the rear and searched incident to arrest for weapons and contraband, which was met with negative results. Stone was placed in the rear passenger seat of my marked patrol vehicle (19-079) and transported to Dougherty County Jail (1302 Evelyn Avenue).

Upon arrival, I secured my service weapon in the back of the patrol car and turned Stone over to jail intake staff for further processing. After transport, my vehicle was checked for weapons and contraband, which was met with negative results. An NCIC/GCIC status check for warrants was performed for all parties with negative results.

This case is cleared by arrest.
