I, Ptl. LaGree and Ptl. River responded in normal mode to 417 W 3rd Ave (Phoebe Memorial Hospital), which is within the limits of Albany, Ga, in reference to a contact person.

Upon arrival, I made contact with [VICTIM #1]. [VICTIM #1] stated that she and the father of her child, Justin Feagins, got into an altercation approximately 2130 hours. [VICTIM #1] stated that the incident happened at [REDACTED]. [VICTIM #1] stated that they were downstairs when she and Feagins were play-fighting. [VICTIM #1] stated that Feagins was slapping her on the butt and face. [VICTIM #1] stated that she told Feagins to stop multiple times. [VICTIM #1] stated that’s when she started to push Feagins back off her. [VICTIM #1] stated that she then went upstairs, and he followed her, trying to hug her. [VICTIM #1] stated that she told Feagins she wasn’t playing anymore; she was serious.

[VICTIM #1] stated that she looked at Feagins phone and saw a message from an unknown female under baby boo with heart emojis. [VICTIM #1] stated that she then confronted Feagins about it. [VICTIM #1] stated that Feagins stated that it’s some girl he’s been talking to from Brainbridge, Ga. [VICTIM #1] stated that she got the belt out of the closet and raised it. [VICTIM #1] stated that she then dropped her belt. [VICTIM #1] stated that’s when Feagins got the belt out of the closet. [VICTIM #1] stated that Feagins continued to hit her with the belt after she told him to stop. [VICTIM #1] stated that Feagins hit her approximately 10 times and that she was trying to block the hits. [VICTIM #1] stated that she could see in Feagins eyes and the sounds he was making that he was hitting her with force.

[VICTIM #1] stated that she was crying and somehow, with all the adrenaline, she didn’t notice her finger until she looked down; she noticed her middle finger was broken. [VICTIM #1] stated that Feagins didn’t try to help; he was just staring looking at her. [VICTIM #1] stated she didn’t know if her hand got caught on the belt while she was blocking. [VICTIM #1] stated that she then called her mother [REDACTED]. [VICTIM #1] stated that she waited for her mother to take her to the hospital. [VICTIM #1] stated that Feagins had left the location and possibly went to Georgetown, Ga.

I spoke with [REDACTED]. [REDACTED] stated that [VICTIM #1] called her crying, saying that she and Feagins got into an altercation. [REDACTED] stated that [VICTIM #1] stated that she told her that her finger was caught in the belt that Feagins was swinging at her with.

I made contact with Justin Feagins through [VICTIM #1]’s cellular device [REDACTED]. Feagins stated that he was upstairs in the room lying in the bed. Feagins stated that [VICTIM #1] came upstairs and started hitting him in the head. Feagins stated that [VICTIM #1] then grabbed his phone and saw a female named under baby boo with heart emojis. Feagins stated that she then dropped the phone back on the bed. Feagins stated that she then grabbed a belt from the closet and that he grabbed a belt from the closet as well. Feagins stated that [VICTIM #1] stated hitting him with the belt first. Feagins stated that’s when he started hitting her with the belt. Feagins stated that he then stopped after [VICTIM #1] started screaming. Feagins stated he was shocked when he saw Feagins’ finger and tried to calm her down, but he couldn’t talk to her. Feagins stated that he doesn’t know how her middle finger on her left hand got dislocated. Feagins stated that he was in Georgetown, Ga, and was unable to speak in person.

Pictures were gathered and sent through email and later logged into evidence assigned to locker 02 at the LEC.

Dr. [REDACTED] stated that [VICTIM #1]’s middle finger had a fracture in the middle of it and stated that she needs to wear the protection for 10 days.

I conducted an NCIC/GCIC on [VICTIM #1] and Feagins; both negative results.

I notified Stg. Allen and Lt. Henry about the incident.
