On June 4, 2026, I responded in normal patrol mode to the intersection of Sylvester rD and Johnson Road in reference to a hit-and-run call.

Upon arrival, contact was made with the caller (Later Identified as [VICTIM #1]), and her passenger (Later Identified as [VICTIM #2]), who stated that an unknown driver operating a blue Hyundai Elantra with Georgia tag [REDACTED] and VIN# [REDACTED] had struck her vehicle, a red Hyundai Santa Fe with VIN# [REDACTED] in a rear-end collision.

[VICTIM #1] stated she was traveling westbound in the middle lane at the 2400 block of Sylvester Rd, departing from her residence on Independence Drive when she came to a stop at the intersection of Johnson Road and Sylvester Highway. [VICTIM #1] stated that while stopped at a red light behind another vehicle she felt a jolt and observed the blue Hyundai Elantra behind her. [VICTIM #1] stated she did not observe the Elantra approaching but “felt” the impact occur.

[VICTIM #1] stated that after the collision she observed the driver of the Elantra, later identified as Keanna Hammond remain at the scene briefly while she called 911. [VICTIM #1] stated she observed the driver leave the scene in the blue Hyundai Elantra which drove around her vehicle with its hazard lights activated and proceed westbound before making a left turn onto North Mock Road. [VICTIM #1] described the driver as a short white male and stated that there were three juveniles in the vehicle at the time of the accident. [VICTIM #1] described the blue Hyundai Elantra as having a Georgia tag license plate of [REDACTED], with front-end damage to the front bumper, passenger side headlight and deformity to the hood.

[VICTIM #1] stated that two other drivers, a Black male and a White female driving a van, arrived shortly afterward. [VICTIM #1] stated the Black male motorist noted he had seen the Elantra approaching initially and observed the collision occurring. [VICTIM #1] stated the White female motorist confirmed seeing emergency lights flashing from the blue Hyundai as it left the scene and visible damage to both vehicles before she learned from [VICTIM #1] that the driver of the Elantra had fled. Both witnesses were no longer on scene upon my arrival, and [VICTIM #1] had not obtained contact information for them. [VICTIM #1] stated she had pain in her neck but refused EMS, stating she would seek medical attention the following day. I observed damage to the left side of the rear bumper of [VICTIM #1]’s vehicle.

[VICTIM #2] corroborated [VICTIM #1]’s statements, advising that they were at the intersection when the blue Hyundai Elantra rear-ended their vehicle while it was stopped at the traffic signal. [VICTIM #2] stated the driver of the Elantra was stationary behind them for several minutes before leaving the scene. [VICTIM #2] stated the driver of the other vehicle never made contact with him or [VICTIM #1].

During the investigation, Ptl. J. Jackson notified dispatch that she was performing a traffic stop on a vehicle matching the description of the vehicle involved in this hit and run. Ptl. Jackson confirmed the vehicle had front-end damage and was occupied by a driver and three juveniles. Ptl. Jackson advised that the traffic stop was in the 700 block of South Magnolia Street. I traveled to the 700 block of South Magnolia Street where I observed Keanna and her children occupying a blue Hyundai with a license plate matching the plate provided by [VICTIM #1].

Upon further inspection, I observed the front driver and passenger airbags were deployed and the passenger side headlight and bumper were damaged. Keanna, who was still in the driver’s seat of the blue Hyundai Elantra, stated she had struck a curb at an unknown address “on Radium” after leaving a friend’s house. Keanna then stated she had struck a pole, causing the damage to her vehicle, and denied being involved in an accident with another car. Keanna stated she was “just trying to get home” when asked why she hadn’t called 911 after the collision. Keanna admitted on body cam footage that she had consumed several cups of alcohol an hour before driving her vehicle. Keanna would later state that she had consumed a bottle of alcohol to jail intake staff. EMS Med Unit 3 was notified and responded to the scene to evaluate Keanna’s children for any injuries. Keanna’s mother, [REDACTED], was notified and responded to the scene from [1700 BLOCK] Avalon Avenue to assume custody of her grandchildren.

Ptl. J. Jackson read the Georgia Implied Consent Notice card to Keanna, to which she agreed to submit to a test of her breath by the Intoxilyzer at Dougherty County Jail. Ptl. J. Jackson asked if Keanna would agree to performing a Field Sobriety test, to which she also agreed. After the Field Sobriety test was performed, it was determined that Keanna had not passed the test. I observed Keanna having difficulty standing in place or walking without attempting to maintain balance. Keanna repeatedly denied being in an accident with another vehicle, stating she was “just trying to get home” from Radium because it was just down the block from her residence on Avalon.

Keanna was placed under arrest and secured in double-locked handcuffs to the rear and was searched incident to arrest by Ptl. J. Jackson. Keanna was then transported to the Dougherty County Jail (1302 Evelyn Avenue). Upon arrival at the jail, I secured my duty weapon in the trunk of my patrol vehicle (19-079) and turned Keanna over to the Jail intake staff.

The test was conducted by Operator Deputy V. Evans and the device was the Intoxilyzer 9000 (serial #90-001798). During the test Keanna was uncooperative with Evans stating she was cold, anxious, and citing these issues as reasons she was unable to blow continuously into the Intoxilyzer, resulting in an insufficient sample. Keanna was issued the following citations but refused to provide her signature.

Paint Pro Towing was notified and responded to the scene, assuming responsibility for the blue Hyundai Elantra and removing it from the scene. An NCIC/GCIC status check for stolen/warrants was performed for all parties, yielding negative results.
