While working off duty at 307 Flint Ave, I was made aware of a disturbance inside of the church. While sitting inside of my vehicle on the N. Jackson St side, I observed a male walk out of the door that leads to the sanctuary for the 0830hrs service. The male appeared to be agitated as he was walking out of the door at a fast pace and moving his hands while talking/ yelling loudly while walking south down the side walk.
I then noticed at least 3 ushers from the church walk out of the door very fast and started waving at me which appeared to be in a panic to get my attention. At this time, I believed that something criminal may have occurred with the individual that had just left the location. Upon making contact, I was advised that the male disrupted the church service by yelling and cursing. I was advised that they want officers that works at the church off duty to be aware of the situation due to it being a safety issue. It was noted that the male usually comes to church every Sunday for the 1030hr service and this is the first time they had an issue. While talking with the Ushers, it was described that this outburst scared a lot of individuals inside of the church and disrupted the flow of service.
After sending out a notification to other officers, Ptl. Morency located the male who was identified Mario Chapman at Davis and W. Oglethorpe Blvd. Chapman was placed in double locked handcuffs and searched incident to arrest for disorderly conduct (BB002664). After being advised that he was under arrest for disorderly, Chapman stated “they touched him first”. Chapman also stated that he should be able to say something to someone when they bother him. Chapman was advised that yelling out loud in church and using profanity is not the way to handle the situation because it disturbed the service.
Contact was made with the manager of the church [WITNESS #1] who advised that while sitting in church, someone behind where Chapman was sitting hit the chair or something which caused a loud sound. [WITNESS #1] stated that after the noise, Chapman started yelling very loudly and used profanity. [WITNESS #1] said something about someone trying to attack him and left on his own. It is possible that Chapman could have been experiencing a mental health episode.
Ptl. Morency transported Chapman to the DOCO jail and released him to jail staff.
This case is cleared by arrest.
