On 07/29/2026 I Ptl. Estrada responded in emergency patrol mode to 300 W Oglethorpe Blvd in reference to a Disorderly Conduct.
Upon arrival I made contact with [WITNESS #1]. [WITNESS #1] stated that the black male crossing the road was the suspect chasing people around with a knife. [WITNESS #1] stated that she had two videos of the suspects running.
I observed a black male, walking North bound from towards Home Run Foods. The black male was wearing a white shirt, khaki pants and a blue hat. I then canvased the area for the black male matching the description given at Homerun foods and was advised by Ptl Morency that he was inside the bathroom. I then unholstered my department issued taser while Ptl Harrel gave verbal commands to step out. The black male later identified as Dean Barber walked out with his hands in the air. We searched the trashcan and found a pocket knife that was hidden by Dean. Dean was placed in handcuffs double locked and escorted to Ptl Morencys patrol vehicle.
Ptl Harrel then advised that they had another black male in custody later identified as Marrice Stephens. I was advised by [WITNESS #1] and Sgt Jackson that Dean and Stephens were both arguing and took a knife out. While attempting to talk to Dean he stated that Stephens is his best friend and that nothing happened. Dean then refused to answer any other questions.
I then made contact with Stephens. Stephens stated that nothing happened and that he didnt want to get his brother in trouble. Stephens then later stated that Dean thinks he runs sh*t but he doesnt. Stephens refused to answer any additional questions.
I did a NCIC/ GCIC search on both parties and had positive results for warrant on Dean Barber. Dean Barber had an active warrant for Failure to Appear (WNO: WBB2608). The date of the warrant was on 08/07/2026. The warrant was confirmed by Dougherty County Municipal Court and Dispatcher [REDACTED].
Dean Barber was charged with Disorderly Conduct (Citation: BB002805) and Failure to Appear due to his warrant. Dean was taken to Dougherty County Jail by Ptl Morency.
Marrice Stephens was charged with Disorderly Conduct (Citation: BB002806) and was transported to Dougherty County Jail. Upon arrival I secured my department issued weapon in the truck of my patrol car. Stephens was escorted inside the jail and handed over to the Dougherty County Intake Officer. I then checked the rear of my patrol vehicle and had negative results for contraband.
Sgt Franklin was informed of this incident.
