April 10, 2026, I (Ofc. J. Brown) responded in normal patrol mode to 900-BLK of W Lincoln Ave in reference to a Burglary of a Residence in Progress call for service.

Upon my arrival, I observed black male (later identified as [WITNESS #1]) wearing a blue in color shirt, walking west, speaking to another black male (later identified as Narada Farmer). I observed Narada wearing a black in color Affliction shirt and black in color pants, walking west in the 900-BLK of W Lincoln Ave. [WITNESS #1] approached me when I stopped my vehicle and advised me that he had already spoken to Narada and that everything was okay. [WITNESS #1] also advised me that Narada would return on (4/13/2026) to gather the remaining of his belongings.

I made contact Narada, and I asked him for his information, which he refused to give it to me by asking why. Narada gave me his contact information shortly after and began to act in a tumultuous manner by yelling, shouting, using profane and vulgar language. Narada was disturbing the peace while standing in the middle of the 900-BLK of W Lincoln Ave in front of me, Ofc. Slankard, Ofc. Farley (who had just arrived) and [WITNESS #1].

I also gave Narada a verbal warning and advised him that if he continued to use vulgar and profane language and disturb the peace, he would be taken into custody for disorderly conduct. [WITNESS #1], who was familiar with Narada, told him to calm down and walk away, but he continued to berate and curse.

I returned my vehicle to conduct a NCIC/GCIC search for warrants, yielding negative results. At this time, while I was inside my vehicle, I overheard [WITNESS #1] continuing to try to calm down Narada, but was unsuccessful.

I exited my marked patrol vehicle (25139), made contact with Narada, and questioned him as to why he continued to berate, curse, and disturb the peace. Narada apologized, but was placed in double-locked handcuffs at the rear of his back. I escorted Narada to the rear passenger door of my vehicle and conducted a search incident to arrest for weapons/contraband, yielding negative results.

I made contact with [WITNESS #1], who stated he was a property manager for the [900 BLOCK] W Lincoln Ave residence. [WITNESS #1] stated that when he arrived, he had already observed Narada walking down the street. [WITNESS #1] stated that he had asked him about staying inside the residence. [WITNESS #1] stated that he told Narada to return and gather his belongings by next Monday. [WITNESS #1] also stated something along the lines of him not wanting to charge Narada.

[WITNESS #1] left the scene in an unknown direction, and Ofc. Slankard and I attempted to make contact with the reporting party [REDACTED] at his cellphone [REDACTED] approximately (6) six times, yielding negative results. I attempted to conduct a RMS search for Rufus, but with limited information, I was unable to gather more information. Ofc. Slankard secured the residence door and we left the scene. [WITNESS #1] was also advised that the door was secured.

Narada was secured with the safety belt, transported to Dougherty County Jail (1302 Evelyn Ave), and turned over to their staff for further processing. While transporting Narada, he was irate and continued to use profanity and vulgar language. My department issued firearm was stowed in the trunk of my vehicle before escorting Narada inside the jail. The jail staff refused Narada due to his blood pressure being too high (165/103 and 161/111). I transported Narada to Phoebe Putney Memorial Hospital (417 W 3rd Ave) where he was later medically cleared by [REDACTED], Medical Physician.

Narada was returned to Dougherty County Jail and turned over to their staff shortly after. Post transportation a search for weapons/contraband was conducted of the rear of my vehicle, yielding negative results.

Narada received the following citation:
Disorderly conduct (citation#: BB002576)

A NCIC/GCIC search for warrants was conducted on all parties involved, yielding negative results.

This case is cleared by arrest and the Criminal Trespass remains active.
