I responded in normal patrol mode to [500 BLOCK] Don Cutler Sr Dr Apt [REDACTED] in reference to disorderly conduct.
I activated my department issued body camera to record audio/video of this incident.
Upon arrival I made contact with B/F [VICTIM #1] who advised she was in a verbal dispute with her neighbors B/M Natravious Shingles and his girlfriend B/F [WITNESS #1] over a parking spot. [VICTIM #1] stated she was trying to park near her apartment when she observed another vehicle in her spot that belonged to Shingles. [VICTIM #1] stated she went to knock on the door when Shingles answered cursing her out. [VICTIM #1] stated Shingles came to the door with a black long rifle with two magazines that was taped together attached to it while calling her a “bi*ch”. [VICTIM #1] stated Shingles also pointed the weapon at her before closing the door. [VICTIM #1] stated [WITNESS #1] arrived on scene also cursing her out and calling her a “bi*ch” while attempting to fight her. [VICTIM #1] stated she did not approach Shingles or [WITNESS #1].
While speaking with [VICTIM #1], Shingles continued to be irate and exit the apartment yelling profanities at [VICTIM #1]. Shingles continued to state multiple times he would beat up [VICTIM #1] after I gave multiple warnings for him to walk away. Shingles again attempted to make contact with [VICTIM #1] to fight and I placed Shingles into handcuffs double-locked to the rear. I searched Shingles incident to arrest and placed him into the rear of my patrol car.
I spoke with [WITNESS #1] who stated she was not present during the initial altercation but stated Shingles did own multiple guns. [WITNESS #1] stated she was on the phone with Shingles when she heard [VICTIM #1] knocking at the door very loudly. [WITNESS #1] stated she heard [VICTIM #1] cursing out Shingles and stated she would call her brothers to fight Shingles. [WITNESS #1] stated [VICTIM #1] was a constant issue and that the parking spaces was not assigned.
I read Shingles Miranda Rights in which he stated he understood and wanted to speak. Shingles stated [VICTIM #1] was knocking on the door very loudly. Shingles stated because he did not know who it was, he already had his gun (DRACO CAI 7.62 X 39MM Serial R0A21PF-9711) in his hand and was taking it up stairs when he answered the door. Shingles stated he was not sure if actually had it in his hand at the time of answering nor did he remember pointing it at [VICTIM #1].
[WITNESS #1] gave me consent to enter her residence and recover the weapon. I located it inside the upstairs bedroom on the floor. The weapon was a DRACO 7.62 X 39MM rifle with a short barrel and no stock. The gun was brown at the tip and black on the frame. The magazines to the weapon was also taped together. I logged the weapon and its two magazines into evidence at 201 W Oglethorpe Blvd (property management).
I transported Shingles to the DOCO JAIL without incident. I placed my duty weapon into the front secure compartment of my patrol car. I escorted Shingles into the intake area where he complained of no injuries and was released to the intake staff.
There was no witnesses to this incident or camera footage. [VICTIM #1] refused to write a statement.
A GCIC/NCIC CHECK was completed on all parties with negative results for wants or warrants.
A GCIC/NCIC check was completed on the weapon with negative results for stolen property. There was a round in the chamber of the weapon.
WARRANTS for disorderly conduct (25-003925-01) and simple assault (25-003925-02) has been taken for Shingles.
This case has been cleared by arrest.
