On June 6, 2026, I (Cpl. K. Woodall Sr) was working part-time security at Club 809 (2610 Dawson Road). At closing time, several subjects exited the nightclub and congregated on the far southeast area of the parking lot. Ptl. Conley and I migrated to that area, to advise people to get into their vehicles and leave. Some obeyed commands, while others continued talking and gathering. Qutijah Jordan was among a group of individuals who was advised to leave moments after exiting the club (prior to her even being able to gather in the southeast are of the parking lot).
Suddenly, I heard what appeared to be engines revving. I advised dispatch to copy the tag numbers down. Thankfully, while advising dispatch of the tag numbers, the drivers (of the two sports vehicles responsible for the noise) drove off. Moments after this, Ptl. Conley was observed to be handling a vehicle accident in the parking, which was obstructing the flow of traffic. I advised that drivers of both vehicles to park in a parking space. While handling this, I observed commotion just north of me. The noise was later determined to be Shakiya Timpson, who appeared to be walking and maneuvering as if she was advancing to fight. I observed multiple subjects attempt to hold Timpson back, to which she continued to be disorderly. Among the subjects witnessing this incident unfold was Timpson’s brother ([REDACTED]) and [REDACTED]. Timpson was ultimately placed into handcuffs for disorderly conduct. Timpson was escorted to the rear of a patrol vehicle.
By this time, Ptl. Guess (and other officers) arrived to assist with clearing the parking lot. While Timpson was being escorted, Jordan advanced (in an effort to interfere with the arrest) behind her [Timpson] and Ptl. Conley (who was escorting). Ptl. Guess grabbed Jordan, to which Jordan stiffened her arm and refused to place them behind her back.
Jordan was assisted to the ground by Ptl. Guess. There was a struggle to apply handcuffs to Jordan, due to Jordan’s willful resistance to comply with the being arrested. Multiple people (to include apparent friends and associates of Jordan) were standing around observing this incident (pre and post) as it unfolded. Jordan refused to place her hands behind her back, and continuously moved her body around, as to prevent the handcuffs from being applied. Jordan was ultimately placed into handcuffs. Jordan was placed into a patrol vehicle. Due to the attention this incident had drawn, I advised Ptl. Guess to move her vehicle to the other end of the parking lot, as a means of defusing the crowd’s hype about what unfolded.
Jordan complained that her lip was busted and legs were scratched as a result of being assisted to the ground. Photos were taken, and Jordan’s lip was observed to swollen. By the time I observed this, Jordan had calmed down significantly. Sgt. Sherman was notified and Jordan advised her [Sgt. Sherman] that she did not wish to make a complaint/issue about her lip.
Photos were also taken of Timpson. There were no injuries or complaints of injuries reported by Timpson. Timpson explained that her acts were a result of her trying to get her brother ([REDACTED]) to calm down and leave the parking lot. Timpson was advised that she would be released on a citation (#AA004254 under case#26-007688). Timpson signed the citation and released without incident.
Jordan was transported to the jail on the charges of Disorderly Conduct (26-007690-01 APD) and Obstruction of a Law Enforcement Officer- Misdemeanor (26-007690-02 APD. These cases (26-007688 and 26-007690) are cleared by arrest.
