On July 4, 2026, we (Ofc. J. Brown, Ofc. J. Medlock, Ofc. Q. McClain) responded in normal patrol mode to [REDACTED] in reference to a family violence call for service (within city limits).
Upon my arrival, Ofc. McClain and I made attempted to make contact at the front door, but the suspect (Roosevelt Washington) responded to the back door. Ofc. Medlock stated Roosevelt was outside his residence and attempted to flee inside. Ofc. Medlock stated he followed him from the rear of the residence inside.
We made contact with Roosevelt, who was wearing a black in color ski mask on top of his head, a white in color tank top, and dark in color sweatpants. I conducted a pat down for weapons, yielding negative results. While inside Roosevelt’s residence, we conducted a protective sweep, yielding negative results. Roosevelt stated he used their last $20.00 to get him and his children some food. Roosevelt stated that was not fleeing, and that he opened the door to allow Ofc. Medlock to enter.
Roosevelt stated that his girlfriend [VICTIM #1] got mad at him because he could have brought the children to her job instead of spending the money. Roosevelt stated [VICTIM #1] hit him in the face, on the right side of his jaw, and that it was hurting. Roosevelt did not mention that he had any scratches on his wrist or bruises. Roosevelt stated they continued to argue, and after, [VICTIM #1] hit him multiple times. Roosevelt stated he never had his [VICTIM #1] and that he did not need Emergency Medical Services.
Ofc. McClain made contact with [VICTIM #1] via cellphone and advised her to respond to the location, and she showed up shortly after. I made contact with [VICTIM #1], who stated Roosevelt asked her dad for $20.00, and that frustrated her. [VICTIM #1] stated her children needed milk and that she recently had a family loss around this time last year. [VICTIM #1] stated Roosevelt told her something along the lines of “Fu*k them”. [VICTIM #1] stated they were upstairs when Roosevelt began to hit her, causing her to have a bruised upper left lip.
[VICTIM #1] stated she went downstairs, and Roosevelt followed her. [VICTIM #1] stated she was trying to contact her mother [REDACTED], but Roosevelt continued to take her phone away and delete her messages. [VICTIM #1] stated Roosevelt slammed her on the ground, continued to punch her and squeeze her breast. [VICTIM #1] stated she left the residence trying to get a neighbor to contact 911. [VICTIM #1] stated Roosevelt put on a ski mask, went outside, picked her up, and carried her back inside against her will. [VICTIM #1] stated she told Roosevelt that she wanted to leave and to leave her alone.
[VICTIM #1] stated she was able to make contact with [REDACTED] and told her a secret word, zucchini (a word used to indicate that she was in a domestic altercation). [VICTIM #1] stated [REDACTED] contacted law enforcement, and [VICTIM #1] left the residence. [VICTIM #1] stated there should have been video surveillance available, but after speaking with the property manager, she advised that there was none.
Ofc. McClain observed the bruising on [VICTIM #1]’s chest area and I observed her bruised top lip. I asked Roosevelt about [VICTIM #1]’s bruised lip and he stated that he did not do it. In addition, I asked Roosevelt about [VICTIM #1]’s bruises and he stated they were old.
When I attempted to place Roosevelt into double-locked handcuffs, he tensed up and physically resisted by slightly pulling his hands away from me. I placed Roosevelt against the wall and placed him in double-locked handcuffs. I quickly escorted Roosevelt to my marked patrol vehicle (25139) because did not want him to further actively resist. I conducted a search for weapons/contraband, yielding negative results, and placed him inside the rear passenger seat.
I contact Sgt. L. Hart and advised him of the incident. Sgt. Hart contacted Lt. S. Richardson, who advised Investigations. Investigation Clark responded shortly after. Roosevelt was secured with the safety belt and escorted to the Albany Police Department for further questioning. Post Investigation, Roosevelt was placed in the rear passenger seat of my vehicle, secured with the safety belt, and transported to the Dougherty County Jail (1302 Evelyn Ave) where he was turned over to their staff for further processing.
During transportation, Roosevelt, did not utter anything. Before escorting Roosevelt inside the jail, my department-issued firearm was stowed in the trunk of my vehicle. Post transportation, a search for weapons/contraband was conducted of the rear passenger seat, yielding negative results.
Investigation Clark will be taking warrants out against Roosevelt for the following:
Kidnapping, Cruelty to Children (3rd Degree), and Battery-Family Violence
The following will be submitted as evidence to the Albany Police Department property management evidence locker #2 before my end of shift:
- (1) one DVD containing media
- (1) one black in color ski mask
This case is domestic nature because [VICTIM #1] and Roosevelt share children and reside in the same residence. [VICTIM #1] completed a Victim’s Statement Form, and a Care risk form will be completed.
This case is cleared by arrest.
