I responded in normal mode to [700 BLOCK] 16th Ave in reference to discharging firearms.

Upon arrival, I made contact with Ptl. Floyd, Ptl. Farmer, and Ptl. Swinney (see supplemental reports). The officers informed me that [VICTIM #1] advised her son, Taylor Sanford, had discharged several rounds inside his bedroom and had barricaded himself inside a shed located in the backyard.

Ptl. Floyd advised that [VICTIM #1] stated Taylor became upset after she asked him to go to the store to pick up her medication and cigarettes. [VICTIM #1] advised that Taylor began punching the wall inside his bedroom. [VICTIM #1] further stated that while inside the bedroom, Taylor used a 9mm Glock 45 firearm to shoot at the television. [VICTIM #1] then ran outside the residence and heard an additional four to five gunshots. [VICTIM #1] stated that Taylor subsequently entered the shed located in the rear of the residence.

Ptl. Farmer and Ptl. Swinney conducteda protective sweep of the residence to ensure no injured persons were inside. Ptl. Swinney informed me that he observed several spent shell casings in Taylor’s bedroom and in the hallway of the residence.

While outside, I concealed myself behind a pine tree near [800 BLOCK] 15th Ave. Ptl. Farmer gave Taylor verbal commands to come out of the shed and make contact with officers, with negative results. Lt. Diaz and I utilized a ballistic shield to move closer to the shed door. We observed Taylor sitting inside the shed while moving his hands.

Officers continued to maintain visual contact with the shed while positioning patrol vehicles to provide concealment. Cpl. Hudson and the hostage negotiation team arrived on scene and attempted to establish communication with Taylor, with negative results. The S.W.A.T. team arrived on scene and established a tactical approach. Sgt. Sanchez gave Taylor verbal instructions via the public address system. Taylor complied with the instructions and was taken into custody without incident.

Taylor was searched for weapons and contraband, with negative results. Taylor was placed in the rear passenger compartment of Ptl. Swinney’s patrol vehicle. The firearm was located inside the shed near the front door. Cpl. Kicklighter, the investigator assigned to the case, arrived on scene and interviewed Taylor. After the interview, I transported Taylor to the Dougherty County Jail. Prior to entering the secure area of the facility, I secured my service firearm in the trunk of my patrol vehicle in accordance with jail procedures. Taylor was turned over to jail staff without incident.

After clearing the jail, I searched the rear passenger compartment of my patrol vehicle for weapons and contraband, with negative results. I then retrieved my service firearm from the trunk of my patrol vehicle.

This incident occurred within the city limits of Albany, Georgia, in Dougherty County.

This case is active and will be forwarded to Investigations.
