I, Ptl. Bailey responded in emergency mode to the intersection of W Gordon Ave. and S Harding St. in reference to а Hit and Run Auto Accident with Injuries.

Upon arrival, I made contact with [VICTIM #1], who was the driver of Vehicle 2. [VICTIM #1] provided his statement about the accident. [VICTIM #1] stated the vehicle left the scene going westbound on W Gordon Ave. shortly after the impact. [VICTIM #1] was asked if he knew what make or model the vehicle was that he collided with, to which he stated no. [VICTIM #1] stated he remembers the vehicle being blue and a younger male driver was driving the vehicle. [VICTIM #1] was asked where the damage would be on the vehicle, to which he stated it would have been on the passenger rear panel/rear bumper area.

The vehicle [VICTIM #1] was driving was a City of Albany city transit bus. I was advised by [VICTIM #1]’s supervisor that they do have video surveillance on their bus and that they can send me the information. Risk Management was notfied about the city bus being involved in an auto accident.

Later that evening, I received an email from [REDACTED] which showed a blue Honda Accord (2-door coupe) coming westbound in the eastbound lane of travel while the city bus (Vehicle 2) was slowing down to make a left turn from W Gordon Ave. onto S Harding St. The collision took place and the Honda Accord (Vehicle 1) continued westbound. [REDACTED] was also able to provide me with a screenshot, which showed partial tag number AA and NS as the final information on the tag. The tag appeared to be Georgia’s newer plate.

I used the information of the partial tag number and blue Honda into our Flock system and was able to find a blue 2006 Honda Accord with GA tag number [REDACTED]. After checking the search, it showed the vehicle around 1:41pm at Newton Rd. and Holloway Ave. (SW) with no damage. I saw that around 4:55pm at S Madison St. and Burke St. (SB) damage to the rear bumper/rear quarter panel area of the vehicle. This vehicle’s damage was consistent with the accident that took place.

On July 15, 2026, I placed the Honda Accord into our Flock System. I received a Flock alert in reference to the vehicle (around 10:57am) traveling on Newton Rd. and Lowe Rd. (SB). This led me to believe the vehicle may have been going to the area of the registered owner’s residence. I began traveling to the area once I was able to and while en route on Newton Rd. I observed the vehicle parked in the 600 block of Tulsa Ln. The vehicle was parked in front of [600 BLOCK] Tulsa Ln.

I knocked on the door and made contact with a female (later identified as [WITNESS #1]) and asked her who lived at the address. [WITNESS #1] advised that she and her children lived there and asked why. I asked [WITNESS #1] who the Honda Accord belonged to, to which she stated her “baby daddy” and asked why. I asked [WITNESS #1] if she could have her “baby daddy” come talk to me. [WITNESS #1] got the owner (baby daddy), who was identified as Tenaurus Dowell.

I made contact with Tenaurus and asked him who drives his vehicle, to which he stated he, [WITNESS #1], and sometimes other people. I asked Tenaurus who was driving his vehicle on July 14, 2026. Tenaurus advised his “homeboy” named [REDACTED]. While talking with Tenaurus, I observed he was shaking and appeared to be nervous while he was talking. Tenaurus would provide information but would think for a while before answering. During this time, I asked Tenaurus if he was sure he was telling the truth, to which he stated yes. I advised Tenaurus that lying to the police could result in additional charges. Tenaurus provided a contact number for [REDACTED].

I went back to my patrol car and looked up [REDACTED] through RMS and conducted a GCIC/NCIC check. The check revealed [REDACTED]’s photo and showed his license was suspended. I went back to make contact with Tenaurus and asked him to describe [REDACTED] and explain how [REDACTED] got his vehicle. Tenaurus began telling me about [REDACTED] and how he got the vehicle while he was asleep and that [REDACTED] brought the vehicle back and he saw the damage and asked about it.

Tenaurus was asked if he had insurance on the vehicle at the time of the accident, to which he stated no. Tenaurus stated he purchased Hugo insurance shortly after the accident. Tenaurus stated I could verify with [WITNESS #1] about the fact that [REDACTED] was at the location and the information about [REDACTED]. [WITNESS #1] came out and when Tenaurus began asking her about it, I observed [WITNESS #1] appeared to be stalling before answering the questions.

I advised Tenaurus that I was going to look into the accident some more and check the video to see if he was telling the truth. I asked Tenaurus one more time if the information he provided was truthful, to which he stated no. Tenaurus stated he would go ahead and provide the truth about the accident. Tenaurus’ statement about the accident was placed in the accident report.

Tenaurus stated he thought the city bus had stopped due to the bus stop in that area. Tenaurus stated he overtook the bus and that is when the collision took place. Tenaurus stated he continued to his barber shop at 1030 W Gordon Ave. and that is when he saw the damage to his vehicle. Tenaurus stated he panicked because he didn’t have insurance. Tenaurus stated he didn’t think the accident was a big deal and thought the damage was minimal and thought since he didn’t have insurance he would have to fix his own vehicle.

I placed Tenaurus into double locked handcuffs. I searched Tenaurus for contraband and was met with negative results. Tenaurus was walked to the patrol car by Ptl. Thomas and placed in the rear seat of my patrol car. Tenaurus family was on scene and asked if they could talk to Tenaurus to assist him with getting his bond. I allowed Tenaurus to talk with his family while Ptl. Thomas stood by with them and I got Tenaurus’ paperwork (citation, arrest booking card, etc.) completed.

Once the paperwork was completed, I transported Tenaurus to the Dougherty County Jail. Upon arrival, I secured my service weapon in the trunk of my patrol car. I walked Tenaurus into the jail, where he was seen by the jail’s nurse staff. Tenaurus was later released to the jail’s intake staff without further incident.

A GCIC/NCIC check was conducted on Tenarus and the vehicle while on scene, which revealed that they both were not wanted. The check revealed Tenarus had a valid driver’s license and the vehicle had valid insurance and registrations status.

Tenaurus was booked on the following citations:Improper Passing on Left (citation #G0069063), Hit and Run (citation #G0069064), and No Insurance (citation #G0069065).

I checked the rear seat of my patrol car for contraband and was met with negative results. This incident took place within the city limits of Albany GA.

This case is cleared by arrest.
