I (Ptl. Medlock) responded in normal mode to 200 W Oglethorpe Blvd (Dougherty County DFCS). In reference to Disorderly Conduct.

I responded when dispatch was called and advised that a male (KING, MONTRELL) was in fear for his life and actively running from a group of people pursuing him (Event# 2026124907). Dispatch advised the male was supposed to be standing in front of 200 W Oglethorpe Blvd. Dispatch advised they attempted to make contact with the caller multiple times because the caller would call back and hang up using the 911 emergency number. Due to me not being able to make contact with the caller I cleared the call and went back active. After some time, dispatch advised me the caller called back stating that someone was still pursuing them using the same number but different name. Dispatch advised that the caller (DANG, KAVION) stated that they were wearing a green shirt with white shorts sitting in a red Toyota in the parking lot of 200 W Oglethorpe Boulevard (Event #2026124889).

After responding back to 200 W Oglethorpe Blvd, I advised Dispatch to attempt to make contact again with the caller to get a better location so that I can make contact with them. Dispatch advised when they attempted to call back multiple times, but the caller would not answer. Dispatch advised the caller would call in, make a statement and hang up. After driving around 200 West Oglethorpe Blvd. multiple times with negative results. I noticed a black male wearing, all black, with white shoes sitting across from 200 West Oglethorpe Blvd. at 201 W. Oglethorpe Blvd. watching me. I noticed this same male when I responded the first time. I then called the number [REDACTED] to see if I could get a response to the caller. When I called the number the, I witness the black male sitting across the street watching me at 201 W. Oglethorpe Blvd. answer the phone. Upon arrival, I made contact with this black male who was later identified as Tommy Poole. When I made contact with Tommy, he stated he was about to call Dispatch to ask for assistance. I then asked Tommy did he called Dispatch at all which he stated he had never called Dispatch.

Ptl. McClain responded and called the number that was in the call note of [REDACTED] to verify that Tommy was not the caller. When Ptl. McClain called the phone that was in Tommys hand, it began to ring. Tommy then stated he did call multiple times to dispatch. Upon receiving Tommys name and date of birth a GCIC/NCIC check was done on Tommy that revealed that he had two active warrants out of Albany Police Department (case number 26001213) for burglary first degree and criminal trespass. I confirmed the warrants through Dispatch who stated they were still active. Tommy was also booked and arrested for misuse of 911 communications (Misdemeanor Citation AA013905).

Sgt. Franklin was notified of this situation.

Tommy was placed in double locked handcuffs (to the rear), searched incident to arrest and placed in patrol vehicle (25-026). Tommy was placed in a seat belt. Tommy was transported to the Dougherty County Jail and turned over to the jail staff. Prior to entering the jail, my department issued weapons was placed in the trunk of the patrol vehicle. Prior to leaving the jail, the back seat was checked for contraband with negative results. A GCIC/NCIC check was conducted on all parties for wants/warrants with negative results.

This incident is closed based on arrest.
