I responded in normal mode to [500 BLOCK] Landings Ln in reference to disorderly conduct in progress.

Upon my arrival contact was made with a female in the roadway who identified herself as [VICTIM #1]. [VICTIM #1] advised she was at this location to conduct her weekly checks on her sister’s [REDACTED] children. [VICTIM #1] advised she is the appointed safety person who [REDACTED] wanted to come and check on her and the children approved through DFACS.

[VICTIM #1] advised there is abuse between [REDACTED], her boyfriend, and the children. [VICTIM #1] advised Ms [WITNESS #1] is their case worker. [VICTIM #1] advised sometimes she can come announced but she can also come unannounced which is what she did today. [VICTIM #1] advised today was her first day doing the check.

[VICTIM #1] advised upon her arrival Vantrel Mcmillan ([REDACTED]’s boyfriend) starting cursing her out and made all the kids go in the house and told them to take the camera down from the door outside so he could handle this privately. [VICTIM #1] advised Vantrel got in her face stating “b*tch slap you in your face” and other vulgar things. [VICTIM #1] advised Vantrel knocked her phone out of her hand.

[VICTIM #1] advised she picked up a toy car in the yard and held it in front of her and Vantrel grabbed it tugging on it causing a small laceration to her finger. I observed [VICTIM #1] was bleeding from her left ring finger. [VICTIM #1] refused EMS. [VICTIM #1] advised Vantrel is acting this way because he punched [REDACTED] in the eye causing black eyes but when it came time to admit it [REDACTED] lied and said her autistic child [REDACTED BY AGENCY] did it. [VICTIM #1] advised she asked [REDACTED] why she lied and said the kids did it when that’s not what happened.

[VICTIM #1] advised Vantrel stated she was supposed to stay in the car but she advised she was never advised she had to stay in the car. [VICTIM #1] advised [REDACTED] followed everything Vantrel said when making the kids go in the house. [VICTIM #1] advised [REDACTED] also went in the house. [VICTIM #1] contact Ms [WITNESS #1] via phone, she responded to the scene. [VICTIM #1] advised DFACS told her she would be covered if anything like this were to take place because she is the safety person.

Ptl Schultz made contact with Vantrel who was sitting on the porch. I was advised by Ptl Schultz that Vantrel advised they were outside and he was grilling. Vantrel advised everything was fine prior to [VICTIM #1]’s arrival. Vantrel advised [VICTIM #1] arrived and tried to enter the residence and she started poking her finger in his head so he knocked her phone out of her hand. Vantrel advised [VICTIM #1] picked up the top to his grill and pressed it against his chest.

I did observe lining on Vantrel’s shirt that appeared to have come from the grill top. I asked [VICTIM #1] about this incident and she asked “what about the grill”. [VICTIM #1] denied ever pressing the grill top against Vantrel’s chest. Vantrel also advised he had a cut on his hadn which I observed which came from [VICTIM #1] trying to hit him with the toy car.

Vantrel was placed in double locked handcuffs to the rear and placed him in the back seat of his patrol vehicle.

Ms [WITNESS #1] arrived on scene. Ms [WITNESS #1] advised there was nothing in order stating [VICTIM #1] had to go inside of the house but she did advise [REDACTED] selected her to be the one to come and check on her and the kids. Ms [WITNESS #1] advised Vantrel has made threats stating what he would do when [VICTIM #1] comes to do these checks prior to today. Ms [WITNESS #1] advised to prevent any further issue another safety person will be selected to check on the children. I asked [VICTIM #1] of this.

Vantrel was issued a citation for disorderly conduct (BB002499). Vantrel was transported to the Dougherty County Jail by Ptl Schultz.

This case is cleared by arrest.
