On July 3 2025 at approximately 0130 hours, I responded to [300 BLOCK] Tunnel Rd in reference to a reported Domestic disturbance.

Upon arrival, I made contact with the complainant (Joyner Seteva) who was heavily intoxicated. Ms. Joyner was unable to advise on a story due to her level of intoxication. Ms. Joyner repeatedly yelled and could not stay on a topic. During the course of the investigation Ms. Joyner began to walk away down Tunnel Rd. Ms. Joyner was told to stop and return she ignored all orders and continued to walk down the street yelling.

Ms. Joyner was placed under arrest. During Ms. Joyner being searched by a female Deputy, Ms. Joyner slipped out of a handcuff and then repeatedly attempted to smash her head into my vehicle. Ms. Joyner was then assisted to the ground where she was replaced in handcuffs and placed in the rear seat of my patrol vehicle. Ms Joyner was taken to the Effingham County Jail where she was initially accepted and then refused by medical personnel who required Ms Joyner be taken to Effingham hospital for an assessment. Once at the hospital, Ms. Joyner refused any and all medical assessments. Ms. Joyner was then taken back to Effingham County Jail where custody was turned over without incident.

Corporal Youngblood spoke with Ms. [REDACTED], Ms. Joyner’s sister who advised Ms. Joyner was heavily drinking and when she drinks this is how she acts.
