[NARRATIVE #1 on June 29, 2026]

On Monday, June 29, 2026, at approximately 1700 hours, in the city limits of Fayetteville, I, Ofc. Edger, was dispatched to 1255 W Hwy 54 (Piedmont Fayette Hospital) in reference to a sexual assault call.

On arrival, I spoke with the complainant Ms. [VICTIM #1]. She explained that she walking next to a patient by the name of Alan Brown that was being transported via wheelchair accompanied by two of his family members. While in the chair, Brown then went and grabbed Ms. [VICTIM #1]’s buttocks. Ms. [VICTIM #1] then went on to explain that several of her coworkers witnessed the event as well.

I then asked her if she wished to press charges on Brown to which she advised she would. Upon further investigation I was made aware that Brown is in the Hospital because of a Traumatic Brain injury. Shortly after, Cpl. Bush and Ofc. Mendibles arrived on scene to assist. I then went to speak to Mr. Brown whilst other officer’s searched for witnesses to gather statements.

I located Brown, and his two relatives in the hospital room 1 in the Emergency Dept. I explained the situation and read Brown Miranda warning to which he refused to answer and questions. I noticed that after I was done reading Miranda, Brown displayed a “blank stare” and asked me “what” multiple times before he denied any questions.

I then spoke to his family member’s outside to which they did not directly say he grabbed [VICTIM #1]’s buttocks but acknowledged the accusations against him as wrongdoing and said he has never done something like this before. I asked Brown’s father if he had and sort of mental illnesses other than suffering from a traumatic brain injury. His father explained that he did not know any official diagnoses; however, he mentioned that his son has hallucinated in the past. He also advised me that his son spoke to a Judge in Clayton County that advised Brown’s father he should place Alan in a mental health facility.

I then went back to speak to Ms. [VICTIM #1] to explain that due to his brain injury and placement in the hospital he would not be leaving where he is until a doctor could clear him to which she still said she wanted to press charges.

I then gathered all witness statements and provided the case number along with instructions on how he could obtain a copy of the police report if she wished to do so. I will not be seeking warrants out for Mr. Brown’s actions due to his mental status.

[NARRATIVE #2 on July 07, 2026]

On July the 7th, Corporal Brandao asked for me to transport Alan Brown from CID interview to the jail. Alan was already in handcuffs on my arrival. I searched Mr. Brown for weapons. Mr. Brown was then taken to my patrol vehicle and placed in the rear seat with the lap and shoulder belt applied.

I then transported Mr. Brown to the Fayette County Jail. At the jail, my city issued Glock and magazines were stored in the trunk of my patrol vehicle. Mr. Brown was turned over to jail staff without any issues.
