BARTOW COUNTY, Ga. – Authorities arrested a woman and charged her with aggravated child molestation, child molestation, and felony statutory rape after a Cartersville man reported that she had a sexual relationship with his juvenile son. On August 28, 2024, the man visited the Bartow County Jail to file a report and explained that his son told him that his ex-girlfriend had sex with him approximately 20 times.
The victim said Jessica Renee Elliott would stay at his father’s apartment when he worked out of town. She would come to bed with him and lay with him when [his father] left for work.
He said Elliott would place her hand on his thigh before moving it to his penis and would then take his hand and place it on her vagina. After they touched each other, they would have sex.
Bartow County Sheriff’s deputies asked the victim how long this had been happening, and he replied from approximately July 25, 2024, to August 22, 2024. He stated it had only happened inside the apartment and would occur every time his father would leave. He said Elliott had purchased him a burner phone so they could talk to each other without anyone knowing and that she would leave him love notes.
On October 29, 2024, Elliott was arrested and booked into the Bartow County Jail. According to jail records, Elliott was then transferred to Burke County Jail for ‘safekeeping’ due to the nature of her charges.
This case is currently pending in court.

On Wednesday August 28th, 2024 at 2058 hours I was dispatched to Bartow County Jail lobby in reference to a sexual offense report that occurred at [100 BLOCK] Conference Center Dr, Apartment #[REDACTED], Cartersville, GA 30121.
Upon arrival I spoke with [WITNESS #1]. [WITNESS #1] stated he was told by his son, [REDACTED BY AGENCY] that he was having sexual relations with [WITNESS #1]’s now ex-girlfriend, Jessica Elliott. [WITNESS #1] stated Jessica stayed at his apartment and would watch [REDACTED BY AGENCY] while he was out of town working. [WITNESS #1] stated [REDACTED BY AGENCY] told him Jessica would come to bed with him, and lay with him when [WITNESS #1] left for work. [WITNESS #1] stated [REDACTED BY AGENCY] told him Jessica would put her hand on [REDACTED BY AGENCY] thigh, and move it to his pe*is, and then move [REDACTED BY AGENCY] hand to her va*ina. [WITNESS #1] stated [REDACTED BY AGENCY] told him after they would touch each other they had sex.
I then spoke with [REDACTED BY AGENCY] with [WITNESS #1]’s permission, and in his presence. I asked [REDACTED BY AGENCY] how long has this been going on. [REDACTED BY AGENCY] stated the first time it happened was July 25th, 2024. [REDACTED BY AGENCY] stated it only happened at [WITNESS #1]’s apartment every time [WITNESS #1] would leave. [REDACTED BY AGENCY] stated the incident happened approximately 20 times. I asked [REDACTED BY AGENCY] when was the last time he and Jessica had any sexual relations, and [REDACTED BY AGENCY] stated August 22nd, 2024 was the last time. [REDACTED BY AGENCY] stated Jessica would leave him love notes, and bought him a burner phone, so they could talk to each other without anyone knowing.
I notified investigator Abernathy #717 of this incident, and it was left active for further investigation.
