On Wednesday, July 15, 2026 I responded to [REDACTED] in reference to children under the age of seven being left unattended. Upon arrival I made contact with [WITNESS #1] who advised she was the property manager and she was assisting an extermination company with entering residences for maintenance. Ms [WITNESS #1] advised while in [REDACTED] she made contact with three children all believed to be under the age of 7 who were home alone and in deplorable conditions.

Ms [WITNESS #1] went back inside the apartment to get the children to the door, when she exited she advised the mother Alexis West was inside but in the bed and she was unaware because she did not respond to her during her first time inside. From outside the apartment I could smell an odor coming from inside that smelled in my opinion like a dead animal, what appeared to be trash bags ripped with the contents spilling onto the floor along with food stained and filthy floors.

I advised Sergeant Brummitt and requested that E911 put the contact information for on call department of family and children services in my call so I could contact them. DFACS was contacted and agreed to respond to the scene. While looking through Ms West’s local history, Ms [WITNESS #1] advised she observed Ms West and at least one of the children get into a van from the back door and leave the area. Ms West did have a history with DFACS and a prior charge of cruelty to children.

Ms [WITNESS #1] later recognized the van Ms West entered pass back by our location, I drove in the direction the van went and located it at the complex mailboxes. I spoke with Ms West and had her return to her residence. Once back on scene DFACS case worker [REDACTED] had arrived. Ms West allowed Ms [REDACTED], along with Sergent Brummitt to enter the residence. After they came out Sergeant Brummit again asked Ms West if he and I could enter once more, while inside the residence I used axon capture and photographed the conditions the four male juveniles were living in with their mother and uploaded them to axon evidence.

There was old food in bowls on the window sills in the down stairs area, food on the floor and tables and trash bags lying around. Clothing and trash tossed around the upstairs floor area and the kids beds bunk beads did not have sheets. There was what appeared to be human feces in the floor inside and out of the kids room. The upstairs bathroom sink was stopped up and the toilet was clogged with what also appeared to be feces. There were soiled diapers lying in Ms West’s bedroom floor. The residence did have running water and there was food inside the refrigerator and cabinets.

After Ms [REDACTED] completed her investigation Ms West was placed under arrest for cruelty to children in the second degree. Handcuffs were checked for fit in double locked prior to transport. [REDACTED BY AGENCY] were placed in the custody of their grandmother [REDACTED] by DFACS. Alexis West was transported to the Floyd County Jail without incident where she was booked in on four counts of cruelty to children in the second degree, nothing further to report at this time.
