On June 23, 2026 (Tuesday) I, PFC Young, was dispatched to [100 BLOCK] Woodrow Wilson Way Apt [REDACTED], Rome, GA 30165 in reference to a subject refusing to leave a residence.

Upon arrival, I spoke with the complainant, [VICTIM #1], who is the resident of the above. She motioned me over to her porch where she wished to speak with me. [VICTIM #1] stated that she allowed her coworker, Alexis Wymbs, to stay the night with her last night due to being away from home, having some personal issues, and not having anywhere else to go.

[VICTIM #1] stated that tonight, Alexis kept wanting to scream and cause issues so she told her she had to leave. [VICTIM #1] stated that Alexis kept arguing with her until she finally walked out the door so she locked her out. [VICTIM #1] stated that Alexis sat next to her door and kept knocking and yelling at her without leaving so she called 911.

I walked around to the apartment door where I found Alexis sitting on a trash can with two bags of belongings with her. I asked [VICTIM #1] what was going on but she didn’t respond. I asked again and this time she slowly looked up at me, seemingly confused. She started to speak but her speech was incredibly slurred. I could not understand her. I also noticed her eyes were bloodshot and watery.

As she was speaking, I smelled a very strong odor of an alcoholic beverage on her breath. I asked her if she had been drinking and she said no. I asked her why she was still at the residence despite [VICTIM #1] telling her to leave. She kept looking around, messing with her phone, and trying to knock on the door to yell at [VICTIM #1] again. I told Alexis she had to leave and needed to call a ride to pick her up.

Alexis stated that she still had work clothes to get from inside and told me to open the door so she could. I told her no and that I would ask [VICTIM #1]. [VICTIM #1] advised that there was nothing else of Alexis’ inside. I advised Alexis of this and told her she needed to leave. If something was missing she could call 911 when she sobered up and we could try to help her. Alexis then stated she would call an Uber or Lyft. However, she kept picking up her phone and scrolling on it but not actually doing anything. I finally told her that she had 5 minutes to call for a ride or she would be going to jail. Alexis said she would get a ride and began messing with her phone again.

After some time, she started trying to knock on the door again and started cussing out loud despite being in the apartment complex at night. I told her to stop or she would be charged with disorderly conduct. Alexis then returned to her phone. She called someone and was talking about how she was going to jail. I told her she would not go to jail if she would just call for someone to come pick her up. She then hung up the phone to begin messing with her phone yet again.

I kept reminding her of her remaining time but she still continued stalling or simply not doing anything. At one point, she handed me her phone to do it for her. I opened her Lyft app and selected for a Lyft to pick her up and take her to her residence. I was not going to pay for the ride since she would be responsible. I handed her phone back to her and told her I had it set to take her home if she would just select which option she wanted. She proceeded to navigate away from the Lyft app entirely and began aimlessly scrolling again.

At this time, I took hold of her wrist and told her to stand up because she was under arrest. She remained seated and stared at me saying she didn’t want to go to jail. She eventually stood up but then wouldn’t put her hands behind her back. I pulled her hands behind her back and was able to secure her in handcuffs. She made this very difficult by attempting to turn around to me and trying to move her hands away from my grip. I was able to double lock the handcuffs and check them for fit to the best of my ability. The entire time, she was stumbling about and almost seemed to not be able to stand up on her own.

I started to escort her to my patrol vehicle when she started yelling for [VICTIM #1] again. I told her not to interact with her. She promptly ignored me and began screaming at [VICTIM #1] and cussing very loudly in the middle of the apartment complex with several residents witnessing. Once at my vehicle, I secured her in the back seat then went to retrieve her belongings. I searched them incident to arrest and transported her to the Floyd County Jail.

While en route, Alexis proceeded to cuss and yell at me for the entire trip. At the jail, she refused to exit my patrol vehicle until deputies came outside to assist. She was finally booked without incident.

Back seat cleared before and after transport.
