On Friday 07/17/26 I, Officer Foster, was in the area of Chulio Road and State Route 20 when dispatched advised there was a physical domestic altercation happening at [REDACTED]. I advised dispatch I would be en-route running code 1.

Upon arrival, I saw the offender, Alicia Murphy, and the victim, [VICTIM #1], outside sitting underneath a car port. I told Alicia to come talk to me to get her side of what happened. Alicia stated [VICTIM #1] is her stepmother, and had shown up to the residence to see her grandchildren, [JUVENILE #1] and [JUVENILE #2]. Alicia stated she did not want [VICTIM #1] there, but [VICTIM #1] had brought food for the kids. Alicia stated she grabbed the food from [VICTIM #1] and took the food inside when [VICTIM #1] then tried to follow her. Alicia told [VICTIM #1] she did not want her inside and did not want her to see the kids. Alicia stated that [VICTIM #1] said she did not care and wanted to see her grandchildren anyways.

I asked Alicia where did the argument take place, and she stated it was in the doorway and front porch. Alicia stated she told [VICTIM #1] she did not want her inside her house, so she pushed [VICTIM #1] back. Alicia stated [VICTIM #1] was on top of her, like being nose-to-nose because she was insisting on coming inside the house. I asked Alicia if [VICTIM #1] fell to which she sated yes. I then asked Alicia did she shove [VICTIM #1] with force, and Alicia stated she pushed [VICTIM #1] back enough to “get her out of her bubble.” I asked Alicia what happened after [VICTIM #1] fell, and she stated [VICTIM #1] got back up and tried to get in her face again, so she pushed her a second time.

I asked Alicia to describe the force she used when she pushed [VICTIM #1], and she said the first time was just a push and the second time was a shove. I asked Alicia what happened after she shoved [VICTIM #1] the second time, and she said [VICTIM #1] went to sit down and she sat beside her. Alicia stated she did not mind talking to [VICTIM #1], but she did not want her inside her house or around her children. I asked Alicia why she went and sat down with her after she just shoved her, and Alicia stated because she was just trying to protect her space and did not feel like that was unreasonable.

I noticed [JUVENILE #1] and [JUVENILE #2] came outside, so I asked Alicia if they saw or heard what happened. Alicia stated the screen door and front door were closed, but it’s possible [JUVENILE #1] and [JUVENILE #2] heard it. I was advised by another officer who spoke to [VICTIM #1] that there was video footage of the altercation, as well as the children saying they saw Alicia push [VICTIM #1].

I then walked over to where [VICTIM #1] was sitting asking her what happened. [VICTIM #1] stated she reached out to Alicia that morning by asking if they kids wanted to skate, but Alicia never responded. [VICTIM #1] stated she then received text messages from Alicia cussing her out, so she called Alicia. [VICTIM #1] stated while she was on the phone with Alicia, she was not making a lot of sense. [VICTIM #1] mentioned that Alicia’s family had a history of schizophrenia and it was possible for Alicia to be as well. [VICTIM #1] stated she decided she was going to drive over to the residence with food for the kids, and to talk to Alicia about admitting herself into a hospital for depression.

[VICTIM #1] stated when she arrived she was trying to console Alicia by trying to give her a hug and check on the kids, but Alicia told her she did not her at the residence. [VICTIM #1] stated Alicia took the food from her hands, so she held the door open for Alicia. [VICTIM #1] mentioned that [JUVENILE #1] and [JUVENILE #2] were sitting at the table in front of the door. At this time the witness, [WITNESS #1], showed me a video of [VICTIM #1] and Alicia.

In the video it can be seen Alicia and [VICTIM #1] standing on the front porch talking. Alicia opened the door and [VICTIM #1] tried to follow her, but Alicia shut the door before [VICTIM #1] could come inside. [VICTIM #1] then opened the door, but the video ends just before Alicia is seen to be shoving [VICTIM #1]. I asked [VICTIM #1] what happened after Alicia shoved her and she stated [WITNESS #1] helped her up and she stood on the porch in shock. [VICTIM #1] stated she tried calming Alicia down because she was not acting like herself, but Alicia shoved her again.

[VICTIM #1] stated [WITNESS #1] pulled her aside and that is when [WITNESS #1] called 911. [VICTIM #1] stated Alicia needed to get help for her mental health, but I advised her if Alicia did not want to go to the hospital then I could not force her. [VICTIM #1] was advised on the options for trying to get Alicia help. I had [VICTIM #1] show me both of her arms by holding them up and I saw [VICTIM #1] had a visible scratch on her left elbow from where she fell. [VICTIM #1] also mentioned she hit her and refused EMS.

Due to the physical and testimonial evidence, I walked back over to Alicia advising her to place her hands behind her back while putting her in handcuffs making sure to check for fit and double lock per policy. Alicia complied with no issues and I conducted a search of her person in front of patrol unit 020 before placing her in the back seat. I did fill out a victim notification form for [VICTIM #1], as well as providing her with the Victim’s Rights pamphlet. I then transported Alicia to the Floyd County Jail where she was booked.

Backseat cleared before and after transport.
