On above date and time I Pfc McCormick responded to [900 BLOCK] Turner Bend Rd in reference to a complaint of Theft By Conversion. Prior to being In route I spoke with a [VICTIM #1] subject via phone who advised that he had been staying with his fiances family. He informed me that he had left for a few days and while he was gone [WITNESS #1] “Home Owner” had sent him a text letting him know that he needed to get his stuff and get out. He then informed me that upon trying to obtain his belongings he was informed they was not going to give them back to him unless he paid roughly $1,200.00. He stated he had only been staying there for two weeks and that he had not even been there a full month to need to actually pay the first bit of rent for the month when he was told to get out. Upon arrival I made contact with [WITNESS #1] who was accompanied by a small child. Her mother in law April Salmon then barged to the sliding door frame where we was speaking and began yelling and cussing while the small child was standing at her feet.

I inquired about his property being with held from him after being told to come get it. April stated that she was going to keep his property until he gave her money. I attempted to tell her that she could not do that and informed her that was a criminal offense. She continued to yell and cuss at me. She then lunged out of the Door way in the direction of a large kitchen knife that was sitting on the guard rail of the porch where I was standing. While she was making this movement she was announcing threats of violence to [VICTIM #1] for being on the property trying to obtain his belongings. During this I observed the child to appear visibly scared due to her yelling and demeanor. At this point I placed my hands on her wrist and informed her she was going to be going to jail upon doing so she tried to jerk back into the house pulling me through the thresh hold of the door into the living room. She informed me I could not be in her home and that she had done nothing wrong.

I informed her she was being charged with cruelty to children and disorderly conduct. I continued to give verbal commands while keeping both of my hands on her wrists while trying to place her into custody but she continued to resist putting her hands behind her back. She continued trying to spin away from me. The entire time I maintained a grip on her arms to prevent her from being able to throw any type of punches at me. After a few moments of her resisting I informed her that if she did not stop and place her hands behind her back that I would slam her on the ground to affect the arrest due to this still taking place in front of the small child. Upon placing her into cuffs and being escorted outside she attempted to yank away from me causing the two sets of cuffs to scrape my left hand and fingers. Upon her attempting to yank away she started to yet again lunge at the victim and make threats of violence.

She was then placed in the back of my patrol vehicle with out further incident. I then walked back to speak with the property owner [WITNESS #1] and inquired if she was going to release the property to the owner and if she had in fact told him to come get his belongings, She stated that she had told him to come and get his stuff and had no issue with him getting his property out of his room. I stood by until he had retrieved his items. Suspect transported to floyd county jail for booking.
