[NARRATIVE #1 on July 09, 2026]

On Thursday, July 9th, 2026, at approximately 20:14 hours I, Officer Gibbs, responded to the listed address regarding a fight called in by a third party complainant in which a [WITNESS #1], who has since left, was causing issues with two females, later identified as [VICTIM #1] and Bryana Hill. On scene the females advised nothing happened, everything was fine, and that [WITNESS #1] had left. They maintained no criminal activity had occurred and were advised there are resources to assist should there be issues at the residence they did not wish to report to police.

At approximately 20:44 hours I returned to the residence due to two females arguing in which a male was heard saying “Let’s go,” and a female voice responding “Go ahead and drive off, there will be charges pressed.” On scene I met with Bryana Hill outside who had visible injuries in the form of scrapes to her head and both arms. She stated she was assaulted and she would be pressing charges.

I then made contact with Ms. [VICTIM #1], who had a scrape and blood trickling down her leg, and Mr. [WITNESS #1] inside the apartment. When asked if they needed to be checked by EMS, Bryana stated she did but the other parties denied. I allowed Bryana to sit outside with another officer and await medical treatment while I spoke to the other parties.

I spoke to [VICTIM #1] who spoke to a history of issues between the parties. She advised tonight she had called a “Ms. [WITNESS #2],” who is over their housing situation while standing outside. She stated Bryana felt as though she was speaking about her, and attacked her without provocation while she was on the phone which led to a physical altercation in which she then pushed Ms. Hill back. During this, they fell to the ground and she hit her knee at some point which caused the injury.

[WITNESS #1] stated he witnessed them in the altercation, which fell back into the doorway of the residence and stated Bryana hit her head as they fell which is how she received her injury. He showed video he had, which started after the incident, and showed Bryana walking away while they are telling her to leave. [WITNESS #1] stated the video was after Bryana had [VICTIM #1] pinned down, and was beating her. He stated he got between the parties in an attempt to separate them.

I then spoke to Bryana who stated that [VICTIM #1] had accused her of being the one to call the police and began to call Bryana’s mom who “knows how she is.” She attempted to tell [VICTIM #1] to stop at which point [VICTIM #1] grabbed her by the hair and slung her outside, where she fell down and then propped herself up with a tree. When she attempted to grab her belongings, [VICTIM #1] and [WITNESS #1] held her down which hurt her feelings. They then began throwing her belongings out of the apartment.

She then stated [VICTIM #1] had nothing to do with it, and that they were just arguing while [WITNESS #1] pushed her and held her down.

Due to a vast difference in testimony, I again spoke to [VICTIM #1] away from the residence and further separated from everyone else. She explained that Bryana was upset at her over the fact police were there originally for no reason. She reiterated she was on the phone with “Ms. [WITNESS #2],” when she was attacked and when asked, stated [WITNESS #1] was not involved at all. She also stated she did place Bryana’s stuff outside after she had already stated she was leaving.

I then spoke with [WITNESS #1] again who also reiterated his testimony and stated that while [VICTIM #1] was on the phone, Bryana was extremely irate and not listening to anybody. When he went to the room for a minute, he heard [VICTIM #1] screaming when the altercation began outside. [VICTIM #1] came inside and tried to shut it behind her when Bryana followed her. [VICTIM #1] tried to go to her room when Bryana followed her, grabbed [VICTIM #1] by the hair and dragged her to the ground. He then got in between them at which point they separated. He stated both females received their injuries during the altercation with each other and fighting on the ground, describing it as a “cat fight.”

I then returned to [VICTIM #1], who was speaking to Ms. [WITNESS #2] on the phone. Ms. [WITNESS #2] stated she was talking to [VICTIM #1] and could hear Bryana upset in the background, being verbally aggressive but that she did not know anything regarding the fight other than what she had been told in the meantime.

I then attempted to speak to Bryana again who was irate and very short, and I explained to her I was trying to fill in the gaps of the difference in testimony. She responded “Whatever [VICTIM #1] told you is what happened.”

After advising Bryana she was under arrest, she changed her testimony to the fact that [VICTIM #1] is the one that “slammed” her on the concrete. She was sitting in a chair and refused lawful commands to stand up and put her hands behind her back at which point myself and Officer Tanner grabbed her arms and picked her up to a standing position.

While attempting to place her hands behind her back, she continued to resist by tensing her arms and pulling away. It was then decided to place her on the ground. Officer Tanner grabbed her legs, and I held her arm across my body and applied pressure to the back of her shoulder to guide her to the ground. She then laid down with her arms under her.

Officer Ansari was on scene and also came to assist where we were able to pry her arms out from under her and handcuff her behind the back. She then requested to stand up by herself and we allowed her to do so, and began to escort her to patrol unit 165. She had slipped out of her handcuff and sat down. We then re-applied the handcuffs, picked her up to a walking position, and escorted her to the vehicle.

She sat on the edge of the seat in the rear passenger compartment willingly, but continued to refuse to get into the vehicle. I lifted her legs and pushed her back into the vehicle and shut the door. While en-route to the jail, she again slipped her handcuffs and continued to be irate stating things such as “I hope you and your whole family die,” and specifically stated “I will shoot you in the face…I will do 30 years for you… I have something for you when we get to the jail,” and continued to allude to being violent toward me.

Also during transport, I felt slight pain in my right hamstring which was not present prior to this incident and felt as though the muscle had been hyper extended. I notified my supervisor so that it may be properly documented should the injury develop.

Once at the jail, Bryana was provided an opportunity to speak with the supervisor as requested. She was then ordered out of the vehicle, which she eventually complied with. When we attempted to reapply the handcuffs in the sally port, she attempted to pull away however, we placed her against a wall and were able to reapply the handcuff behind her back there. She was then booked in without further incident.

This incident also occurred in front of a [REDACTED BY AGENCY] who’s father, [REDACTED], was contacted and made aware of the situation. She was staying the night with [VICTIM #1]. This also occurred while [REDACTED BY AGENCY] was in the residence.

The rear transport compartment of patrol unit 165 was checked prior to and following her transport to the Floyd County Jail.

[NARRATIVE #2 on July 09, 2026]

On Thursday, July 9, 2026, at approximately 2045 hours, PFC Gibbs and I, Officer Ansari, were dispatched to a possible fight call at [REDACTED].

Before my arrival, PFC Gibbs had arrived at the scene and requested EMS. Upon my arrival, I saw that PFC Gibbs was trying to talk to Bryana Hill, who was injured. I observed a visible injury on her right forehead above the eye and right elbow, which was bleeding. Bryana was having a hard time controlling her breathing, but after I got her to calm down, I asked her what had happened.

She told me that she and [VICTIM #1] got into an argument because of our arrival on a prior call not too long ago. Bryana said [VICTIM #1] accused Bryana of calling the cops on her and her boyfriend, [WITNESS #1], to which she refused to do so. However, [VICTIM #1] would not listen to her, and the argument eventually became physical. Bryana said [VICTIM #1] slammed her head on the concrete of the porch and dragged her face in the concrete while hitting her.

She said after they separated from the fight, [VICTIM #1] started dumping her clothes and stuff outside the residence, which she recorded on her phone. She showed me the recording, and I observed the clothes being thrown outside the residence. While throwing her clothes, Bryana said [VICTIM #1] called her mom on the phone and started saying things to her. Bryana said she went to grab her stuff from her room, such as a suitcase, since she was gonna leave, but [VICTIM #1] kept saying something to her mom.

She confronted [VICTIM #1] about why she was talking to her mom, and that turned into another fight. During that fight, Bryana said [WITNESS #1] held her down while [VICTIM #1] started beating on her.

As I was assisting PFC Gibbs with his investigation and watching over [VICTIM #1] and [WITNESS #1], I asked them to explain the course of events to me again. [VICTIM #1] told me that she didn’t remember much of the incident as she blacked out due to everything happening so fast.

[WITNESS #1] said that he was preparing a cheese dip when he heard commotion outside the house. When he looked outside, [VICTIM #1] rushed inside the house and tried to lock the door, but as she did, Bryana pushed it open. Bryana and [VICTIM #1] were both on the ground, with Bryana on top and beating [VICTIM #1]. [WITNESS #1] said he rushed to help [VICTIM #1] and somehow got in between them. He tried to use his body to defend [VICTIM #1] against Bryana’s attacks, and they eventually separated.

However, shortly after, [VICTIM #1] was talking to Bryana’s mom on the phone when Bryana got confrontational again. [WITNESS #1] said Bryana started fighting again because she didn’t like [VICTIM #1] talking to her mom. After I finished interviewing [WITNESS #1], I observed two juveniles in the corner room. I went to them, and one of the juveniles identified herself as [REDACTED BY AGENCY].

I asked her if she had seen or heard anything. She told me that she had heard the commotion outside and also seen a part of it from her room. She said she saw [VICTIM #1] and Bryana fighting on the ground near the door, so she got [REDACTED BY AGENCY] who was also there, and brought him to the closet to hide him from what was happening outside.

While PFC Gibbs was still gathering information, I was watching over [VICTIM #1]. At one point, PFC Gibbs had advised he would be arresting Bryana and attempted to arrest her. I was inside the house at the time while they were on the porch. I heard some commotion outside, and PFC Gibbs asked for my help over the radio.

I observed PFC Gibbs on top of Bryana, asking her to give him her hands so he could arrest her, but she refused. She would not heed his commands and had her hands folded inside her chest while lying on the ground. She kept resisting PFC Gibbs’ attempt to bring her hands out, so I rushed in to assist him.

I worked on getting her left hand out while PFC Gibbs worked on the right. I was able to grab hold of her left wrist and pulled it out. As I got her hand behind her back, PFC Gibbs was able to do the same, and the handcuffs were placed on her, which was checked for a proper fit and double-locked.

Bryana told us she wanted to get up on her own, so we gave her space to do so. As soon as she got back up, she went back to the chair, so PFC Gibbs and I had to escort her by holding her hands from both sides. While being escorted, Bryana was able to slip out of handcuffs and once again pulled all her body weight down, falling on the ground.

We placed another pair of handcuffs on her and escorted her back to the patrol vehicle. While trying to place her in the backseat of the patrol vehicle, we asked Bryana to put her legs inside, but she refused. PFC Tanner had to assist from the other side of the patrol vehicle to get her legs inside while PFC Gibbs worked on one end.

She was transported to Floyd County Jail, and the supervisor was notified, as she had requested one during her arrest. Bryana was checked by EMS and her injuries were bandaged at the incident location.
