[NARRATIVE #1 June 20, 2026]

On Saturday, June 20, 2026, at approximately 2029 hours, Officer Bell and I, Officer Ansari, were dispatched to a fight call involving a black male and a black female in the parking lot of Burger King (1313 Turner McCall Blvd, Rome, GA 30161).

While en route to the incident location, we were advised that the female later identified as Celeste Davenport, who was involved in the fight, was calling dispatch and was at the intersection of Hicks Dr and Turner McCall Blvd. I made contact with Celeste near the entrance point of the Burger King parking lot. She told me that she came to the car show in the parking lot with the suspect, later identified as Alan Mangum. She said they have lived together (for the last 60 days) and were out after Alan wanted to go bowling.

Celeste said Alan had been drinking at the bowling alley, and when he gets drunk, he starts acting stupid. They decided to come to the car show right after, and her 10-year-old son was with them. She said her 10-year-old son didn’t like being out here for so long and wanted to go back home. She was asking Alan to get ready to leave as well, but he refused and started arguing with her, so she left with her son.

After a while, Alan kept calling her to come back and pick him up at the incident location, so Celeste said she came back to do so. She asked Alan to get inside the vehicle, but he started arguing and abusing her with different cuss words about being left behind in the first place. As he started arguing with her in public, she tried to place him in the vehicle and get out by opening the door. She opened the door and placed her left foot out, Celeste said Alan slammed the door on her foot. I did not observe any visible injuries at the time, but she complained of pain.

Celeste said she got out of the vehicle again while he was still arguing with her. During that verbal argument, Alan smacked her on the right side of her face with his palms, so Celeste said she started defending herself from him and hit him back. Celeste told me she got hit on the back of her neck, which was in a lot of pain, but I was not able to observe any visible injury. She showed me her right knee that was injured during the fight, and I observed several abrasions on the skin with blood clots. A picture of the injury was uploaded to evidence.com.

After that fight, Celeste said she got away from him, was leaving for home, but came back when she saw us.

In the meantime, Officer Bell was talking to Alan, who was inside the Burger King.

I went to talk to Alan after talking to Officer Bell, and Alan told me he was out here in the parking lot when Celeste came around and pushed him past the logs. After pushing him, she hit him around the eyes and started punching him. He asked her why she was starting to punch him, and all because he didn’t do anything to anybody.

I took pictures of Alan’s facial injury, showing about 4 small cuts and scratches that looked like they were caused by nails. The pictures will also be uploaded to evidence.com. Alan refused to hit Celeste or slam the door on her and just said that she jumped out of the car and started hitting him.

While talking to Alan, I observed the odor of an alcoholic beverage coming from his breath, and he admitted to drinking when he was asked about it.

Alan was placed under arrest at approximately 2049 hours, handcuffed in the back, which was checked for a proper fit and double-locked. I advised Officer Bell to arrest Celeste as well because her driver’s license returns came back revoked in Georgia, due to her North Carolina driver’s license being suspended, and she admitted to driving on a public highway.

Alan was transported to the Floyd County Jail and booked for the offenses of O.C.G.A. 16-5-23.1 Battery-FVA, O.C.G.A. 16-11-41 Public Drunkenness, and O.C.G.A. 16-11-39 Disorderly Conduct. Celeste was also transported to the Floyd County Jail, where she was booked for the offense of O.C.G.A. 40-5-121 Driving on a Suspended or Revoked License.

[NARRATIVE #2 June 20, 2026]

On June 20, 2026, I, Officer Bell, was dispatched to 1313 Turner McCall Blvd in reference to a domestic dispute.

Upon arrival, I was advised that the involved parties had separated prior to law enforcement’s arrival. The victim, Celeste Davenport, had left the area in a red 2018 Toyota Corolla. The offender, Alan Mangum, had entered Burger King and remained on scene.

I made contact with Mr. Mangum, who was seated in the rear of the restaurant. Mr. Mangum advised that he had been involved in a physical altercation with Ms. Davenport while attending a car meet in the parking lot. Mr. Mangum stated that Ms. Davenport advised she was ready to leave the event, but he wanted to remain at the car meet.

According to Mr. Mangum, Ms. Davenport became upset and struck him in the face. Mr. Mangum stated he was subsequently pushed to the ground and attempted to distance himself from Ms. Davenport. While attempting to get away, he stated he was struck in the face again.

While speaking with Mr. Mangum, I observed a cut above his right eye, a visible mark on his right cheek, and a scratch on his left cheek. Photographs of the injuries were taken and documented.

Officer Ansari made contact with Ms. Davenport after she returned to the area. Ms. Davenport advised that Mr. Mangum became intoxicated while they were attending the car meet. She stated she informed Mr. Mangum that she was ready to leave, but he became argumentative and told her that he was done with her and that she could leave without him. Ms. Davenport stated she left the area and returned home.

Ms. Davenport advised that after returning home, Mr. Mangum repeatedly contacted her requesting that she return and pick him up. She stated she returned to the car meet to pick up Mr. Mangum. Upon her arrival, Mr. Mangum became aggressive, slammed the driver’s side door on her leg, and began cursing at her.

Ms. Davenport stated she exited the vehicle in an attempt to calm Mr. Mangum down and convince him to get into the vehicle so they could leave. She advised that Mr. Mangum got into her face and pushed her. Ms. Davenport stated she pushed him away in response, which led to a physical struggle between the two.

During the altercation, both parties fell to the ground. Ms. Davenport sustained a scrape to her right knee. She further advised that after she was able to separate herself from Mr. Mangum and stand up, she was struck in the back of the head. Ms. Davenport then entered her vehicle and left the area.

While running Ms. Davenport’s information through dispatch, I was advised that her driver’s license status was suspended out of North Carolina. Ms. Davenport was placed under arrest for Driving While License Suspended. The handcuffs were double locked and checked for proper fit. Ms. Davenport was then placed in the rear of my patrol vehicle and transported to the Floyd County Jail, where she was booked on the charge of Driving While License Suspended.
