On 06/12/2026 I, Cpl. Sangphim, responded with PFC. Orellana to GA-101 near it’s intersection with Chateau Dr in reference to a motor vehicle collision where a vehicle was over turned on it’s passenger side in the ditch. I responded emergency lights and sirens to the scene.

Dispatch advised that multiple callers and the Firefighters on scene were advising that the driver had left the scene stating she was not coming back. They described her as a white female with blond hair walking south bound on GA-101. I then found the suspect at the intersection of GA-101 and Spur 101 walking in the middle of the roadway. I asked her if she was in an accident and she stated yes. I asked her if she was the driver and she stated yes. She identified herself to me as, Christen Meeler. She said that she was trying to walk to her Mom’s house on Tom Bing Rd.

I could smell the strong odor of marijuana coming from Christen’s person. I could also smell the odor of an alcoholic beverage coming from her person. I advised Christen that she was under arrest. I placed her into handcuffs checking them for proper fit and double locking them. I read her, her miranda rights and she stated she understood. I read Christen Georgia’s Implied Consent Notice for Blood and she refused.

I then transported Christen back to the scene where EMS was at to evaluate her. She refused treatment from EMS.

Christen stated she was not injured and I did not see any physical injuries. I then surveyed the accident scene. I observed that there was fresh gouge marks in the frame of Christen’s vehicle near where the front passenger side tire is. I then observed fresh skid marks leading from the western side of the roadway to the eastern side (wrong side of the road) correlating with the area of rest where Christen’s vehicle was overturned.

I also observed damage to a tree/brush where the front end of her vehicle collided with it and then overturned. Christen had become beligerent and was screaming in my backseat. Christen’s mother, [REDACTED], arrived on the scene. She stated she feared Christen was using drugs and stated she could also smell the odor alcohol coming from Christen. Christen’s vehicle was towed by Loyd’s Towing (for Bishops Towing the on call wrecker). I then transported Christen to Floyd Medical Center.

While at the Hospital Christen admitted she had been drinking moonshine earlier that day. I asked her if she had any marijuana on her because I could still smell the odor. She initially denied having anything. I asked her to pull her pockets out and I observed a small plastic bag in the bottom portion that she pulled out into her hand. Christen showed me the bag and it contained a single white oblong pill imprinted “Є 16”, she stated was “Adipex”. I identified the pill as being phentermine/adipex which I knew to be a controlled substance.

Christen then stated she needed to tell me something else. She stated she had forgotten she had marijuana in her bra. I asked her if she believed she could retrieve the pill without exposing herself and she stated yes. I did close the door to maintain her dignity just in case (BWC activated) and she did retrieve a small bag of marijuana from her bra and sat it down on the bed (without exposing herself). I later submitted both the pill and the marijuana into evidence. Christen was then cleared medically fit by Floyd Medical Center for jail. I then transported Christen to the Floyd County Jail where she was admitted into the Jail.
