[NARRATIVE #1 on September 04, 2026]

On September 4th, 2026 at approximately 0103 I was dispatched to meet Fire and EMS personnel at [500 BLOCK] Compton Road in reference to a lift assist. Fire and EMS personnel advised the house was not in proper living conditions and there may be neglect taking place by the care taker. While en route I asked dispatch how many times has Fire and EMS responded to this address, a single wide trailer, single family dwelling, for a lift assist and they advised this was the 3rd time within a 24 hour time period.

Upon arriving I made contact with EMS personnel and was told that the people that last responded stated the victim was in terrible condition. While speaking with Fire, they stated when they arrived, [VICTIM #1] was in the floor face down with his head in the trash can. Fire also stated that [VICTIM #1] had soiled himself when he fell. Upon entering the home I spoke with [VICTIM #1], an aging disabled man, and observed several scabs and multiple spots of dried blood and bruises on [VICTIM #1]s left arm.

On [VICTIM #1]s Left knee there was a bandage covering it from where something had happened earlier in the day. I also observed that [VICTIM #1] had his right Leg amputated below the knee. [VICTIM #1] did not seem to want to talk much while Christi was in the bed room and seemed to be scared of her. When EMS personnel asked [VICTIM #1] if he wanted to come with them to the hospital due to this being his 3rd fall in 24 hours, Christi Immediately spoke up and said “No.” At this point I asked Christi to step outside to speak with me.

While speaking with Christi I asked how [VICTIM #1] kept falling off the bed and she stated he would just roll off the side of it onto the floor. When asked about the scabs and dried blood Christi stated that he had obtained those from when he fell and that they were old. I asked Christi if she was married to him and she said she was. I asked if [VICTIM #1] was disabled and she said he was. I asked Christi if it was just them living in the house and she stated it was just them. I asked Christi if she was [VICTIM #1]’s caregiver and she stated she was.

At this point I did walk through the house and I observed conditions that I believed would not be suitable for [VICTIM #1] to live in due to him not being able to properly fit through the doorways or the walking pathways.

After walking through the residence, I went back into the room where Fire and EMS personnel were with [VICTIM #1] and [VICTIM #1] had advised them that years ago Christi had attempted to shoot him. I asked [VICTIM #1] where this had happened and he said it had happened somewhere else. When asked if he had reported it he said no.

At this point Sgt Bickers had arrived, so I then went outside with a firefighter [REDACTED]) to inform him of my observations and what had been going on. The firefighter advised that when they last responded, [VICTIM #1] had soiled himself and Christi did not clean [VICTIM #1] up but did change his shorts. He then went inside and observed [VICTIM #1] for himself.

Sgt Bickers asked [VICTIM #1] if he wanted to go to the hospital and [VICTIM #1] said no. Sgt Bickers asked if he was saying no because he didn’t want to go or because Christi didn’t want him to go and he pointed to Christi. When asked again if he wanted to go to the hospital he said no again. I asked [VICTIM #1] when was the last time he had a bath and he stated it was yesterday.

Sgt Bickers and I brought Christi outside again to question her. While questioning Christi she was asked why she did not want him to go to the hospital and she stated because she knew he did not want to go. I asked Christi if she believed she was being neglectful of [VICTIM #1] and she stated no. When asked if she had cleaned [VICTIM #1] after he went to the bathroom on himself she said she did not clean him but she did put new shorts on him. I asked Christi if she thought that was neglectful and she stated it was. When asked if as a caregiver if she should clean him she stated yes.

At this point Christi was instructed to stand up, turn around and put her hands behind her back to which she complied. Once I placed one handcuff onto Christi she pulled her other arm away and asked what we were doing. At this point I informed Christi she was going to jail for neglect of a disabled adult. Christi stated she was not going to jail and continued to resist.

Christi was then placed against the wall so myself and Sgt Bickers were able to gain positive control and Christi was given commands to stop resisting to which she did not comply. Once positive control was gained Christi was led down the steps and onto the ground where we were able to place the other handcuff onto Christi. at this point the handcuffs where checked for fit and locked.

Christi was then escorted to my patrol car where she was searched and placed in the back seat and transported to the Floyd County Sheriffs Office (jail). While en route, my in car camera began to malfunction to which dispatch was notified but eventually came back on. My BWC was on the entire drive to the Floyd County Jail. While en route to the Sheriffs Office (jail), Christi stated her hands were going numb from the hand cuffs.

Upon Christi stating this I stopped at ATV of Rome and notified dispatch. I then adjusted her right cuff due to the left cuff already being loose enough and it was again locked. I then continued to the Sheriffs office (jail) without incident.

Sgt Bickers advised me that transporting medical personnel advised him that they were going to speak the hospital social worker would be contacting Adult Protective Services.

Backseat checked and cleared
Handcuffs checked for fit and locked

[NARRATIVE #2 on September 04, 2026]

On this date and time, I was dispatched to the [500 BLOCK] Compton Road as a backup officer in support of Officer R. Foster, and in reference to a lift assist of an adult handicapped male. According to information garnered from two previous Fire/EMS encounters within the past twenty-four hours, Fire and EMS personnel had been dispatched to this location and were concerned about the safety of fifty-five (55) year of age [VICTIM #1], an adult male, bed ridden, handicapped amputee patient with multiple signs of injuries, unsanitary conditions and suspected of being neglected by his wife and caregiver.

Upon my arrival, I was met by Off. R. Foster and RFD [REDACTED]. I learned that during Fire and EMS personnel’s previous encounters, they suspect neglect and possible abuse at the hands of [VICTIM #1]’s wife and caregiver, Christi Tribble.

Upon medical personnels attempts to express to [VICTIM #1] their opinions as to his dire need of medical attention and to attempt to gain compliance from [VICTIM #1] during earlier encounters for transport to a medical facility for further medical evaluation and treatment, [VICTIM #1]’s refusal of medical care/transport caused suspicion that [VICTIM #1] was possibly not making his own decisions to receive the same, as well as his general physical appearance, he also was alleged to have been demonstrating signs of fear of Christi.

Upon speaking with [VICTIM #1], I observed [VICTIM #1] while he was laying on his bed in a rather small, cramped bedroom with very little space for moving about the area. Also present was [VICTIM #1]’s wife and caregiver, Christi Tribble (sitting on the bed to the extreme right of [VICTIM #1]), Off. R. Foster, and Fire/EMS personnel.

My conversation with [VICTIM #1] was made in the presence of all. I observed that [VICTIM #1] seemed to be in a lethargic state and speaking in a low tone, if speaking at all. He was answering some questions of those asking, but at times incoherently and not without looking toward Christy who was at [VICTIM #1]’s side and grasping his arm at times during our conversation and questioning. [VICTIM #1] was dressed in a pair of shorts and laying atop of bed linens, possibly due to the high temperature within the enclosed room.

I observed that [VICTIM #1] is an amputee of the right lower leg. I further observed injuries in the form of contusions, avulsions of the skin with dried blood located predominantly over his left arm. I learned that these injuries were sustained during his episodes off falling during previous hours. [VICTIM #1] clearly was not communicating with Officers, Fire/EMS personnel in a manner considered appropriate for an adult who was doing so with a clear mental state of awareness regarding his own needs including those of a medical concern.

I commented to [VICTIM #1] regarding his obvious appearance which suggests that he should be transported to and seen at a medical facility for possible treatment. I asked [VICTIM #1] if he would like to be transported to a medical facility to receive care, with [VICTIM #1] answering “no.” I asked [VICTIM #1] if this is his decision alone or his wifes decision, with [VICTIM #1] commenting while looking and pointing to Christy and stating “hers.” I decided to ask Christy to join me and Off. R. Foster outside the presence of others and she complied, meeting with us on the front porch.

Upon speaking with Christy regarding her husband, she was asked if she felt that [VICTIM #1] should be transported to receive further medical evaluation and treatment. Christy stated “no.” She was asked why she felt this way with Christy alluding to [VICTIM #1] decision of not wanting to. Christy was asked as [VICTIM #1]’s caregiver if she realizes how this makes her look as the sole person acting as [VICTIM #1]s caregiver. She answered in the affirmative.

Off. R. Foster interjected at this time asking about the early episodes of [VICTIM #1] falling and of [VICTIM #1] soiling himself. Foster asked Christy if she helped [VICTIM #1] clean himself with Christy admitting she gave [VICTIM #1] a pair of shorts but did not help him to clean himself. At this time Officer Foster asked Christy to stand up and place her hands behind her back.

Upon effectuating the arrest, Christi initially was compliant with Off. R. Foster’s directives as she stood, turned around and placed her hands behind her back. Upon clasping the handcuffs on her left wrist, Christi became non-compliant and forcefully rejected officers attempts to restrain her. Christy was warned of being tased should she continue to be non-compliant. After attempts to gain control of Christi through her continuous demands to get the handcuffs off her and voicing that she was not going to jail.

Off. R. Foster directed Christi from the cramped porch, down the steps and physically directed Christi to the ground to aid in gaining a more effective and compliant control over her. Christi was handcuffed at which time she seemingly accepted this decision and became more compliant with officers. She was escorted to the patrol unit and secure in the same without further incident.
