On 3/31/2026 (Tuesday) I, Officer Hendry #51 and Officer Hunter #39 were dispatched to Harvey St and Copeland St Rome, GA 30161 for a fight. Dispatch advised that two Hispanic males had gotten into a verbal altercation with a group of people at [30 BLOCK] Heard St Rome, GA 30161.

Upon arrival we observed one Hispanic male walking toward in the direction of North Broad St. I made contact with the complainant, [VICTIM #1], who was standing on the corner of Harvey and Copeland. [VICTIM #1] stated that she was at [30 BLOCK] Heard St with several Juveniles when two Hispanic males approached them and began to call them racial slurs and threaten them. [VICTIM #1] said that both males appeared to be intoxicated.

[VICTIM #1] stated that during the altercation one of the males picked up a brick and walked toward them, causing them to fear for their safety. [VICTIM #1] then pointed at a male who was walking up Heard St and said he was the male who had picked up the brick. [VICTIM #1] also stated that the male that we had seen walking toward North Broad, later identified as Danny Guzman, was also involved in the incident. While speaking with [VICTIM #1] the juveniles that were present during the incident also stated that two Hispanic males had threatened them and one approached them with a brick.

At that time the male on Heard St began to run up the hill away from our location. I then got in my patrol car to make contact with him. Once I got closer to the male, later identified as Miguel Vasquez Perez, I observed that he was stumbling and was not able to walk in a straight line.

I detained Miguel, handcuffed him, double locked and checked for fit. While detaining Miguel I smelled the odor of an alcoholic beverage coming from his person and saw that he was swaying to the point where I believed he might fall over. At that time I advised Miguel that he was under arrest for public drunk, searched him incident to arrest and placed him in the back of my patrol car. While searching Miguel I constantly had to hold him up to prevent him from falling over.

While I had made contact with Miguel, another officer had detained Danny Guzman. I then advised Danny of his Miranda rights before asking him what happened. Danny stated that he and Miguel were walking around when they were jumped by two black teenagers. Danny stated that they were beat up by the teenagers who then left the area.

Danny said that after he and Miguel had been jumped, [VICTIM #1] and the Juveniles at [30 BLOCK] Heard St began to verbally harass them. Miguel stated that they got into a verbal altercation but denied picking up a brick. While speaking to Danny I smelled the odor of alcoholic beverage coming from his person and noticed that he had slurred speech. I asked Danny how much alcohol he had drank today and Danny stated that he and Miguel drank 6 Miller Lights each.

I advised Danny that he was under arrest for public Drunk and Disorderly conduct. Danny was handcuffed, double locked and checked for fit. I then searched Danny incident to arrest and placed him in the back of my marked patrol car. I photographed a scratch on Danny’s head from the alleged attack and uploaded it to Axon.

Miguel and Danny were transported to Floyd County Jail where they were booked on city public drunk and disorderly conduct.

Back seat searched before and after transport.

Miguel stated that his name was Miguel Velasquez and did not have an ID on him at the time of arrest. After speaking with Miguel the jail advised that his name was Miguel Velasquez Perez and he had a city warrant. I then returned to the Floyd County Jail with the city warrant.
