On June 2, 2026 at approximately 1207 hours, I (PFC Blankenship) was dispatched to 522 Shorter Ave in reference to a suspicious person behind the business. While en route, PFC Roden advised that a subject, [REDACTED], was known to hang around behind the store.
Upon arrival, I was met by the property owner who advised me that there were actually two subjects, one camping out behind the store and another sitting on the property next to the old ATMs. I was able to see the closest one, later identified as Danny William Ray, sitting next to the ATMs and went over to speak to him. As I approached, I observed that he was seated on the ground and had his hand in his pants and was steadily moving his hand up and down in his crotch area.
I further observed that he had a phone in his other hand and could hear a woman’s voice yelling and moaning and what sounded like a sex act. The volume on the phone was at such a level that I could plainly hear it from 10-15 feet away.
I then announced my presence to get his attention, I was standing in clear view of him, and Danny jumped and looked up at me with a shocked demeanor. As I approached him, I could plainly see a pornographic video on his phone screen. I then had Danny stand up and placed him into handcuffs, fit and double locked. I searched him incident to arrest and placed him in the back of my patrol vehicle. While placing Danny under arrest, Danny’s pants were clearly open at the crotch and there appeared to be a raised portion in the same place.
PFC Roden spoke with [REDACTED] and advised him of his ban and I advised Danny Ray of his ban by the property owners. I then transported Danny to the Floyd County Jail and booked him in on Public Indecency.
The back of my patrol vehicle was checked before and after transport.
