[NARRATIVE #1 on July 04, 2026]

On 7/4/2026, I (Lt. Clayton) responded to [2200 BLOCK] Gadsden Road, for a reported domestic altercation. While en route we were advised that the subject had physically assaulted his dad who had left the residence to get away from his son and that the son was destroying items in the residence. The father also advised that the son had previously been arrested in another jurisdiction and it had taken six officers to subdue him and that he was 6’4″ and between 300 and 400 pounds and under the influence of alcohol.

Upon arrival I found an elderly male standing near the end of a driveway and he advised that his son was still inside the residence and he was tearing everything up. I approached the residence and exited my vehicle, at which time I took my less lethal shotgun from my vehicle and readied it, in the event I encountered the subject prior to the arrival of back up units and needed additional less lethal options.

I approached the residence and knocked on the back door several times announcing myself, but got no response. I opened the back door and saw it was some type of utility room and made my way to the front door. The father identified as Mr. [VICTIM #1] unlocked the front door and stepped back from the residence and when the door opened I could see the entire living room and kitchen area was in a state of disarray with multiple broken items in the residence.

I could hear a male talking from the right side of the residence and 911 advised he was on the phone with them, but refusing to exit the residence and stated that he had been hit with a hammer. I called out to the male multiple times to exit the residence and come and talk to me, but he refused to exit his room or the residence.

I was able to make contact with the male identified as Mr. Evan Jones and began to try and talk with him about what was going on. Evan was confrontational and he stated that he was not going to talk to me until I went and found the hammer he was hit with. I began to ask him about where he was hit and he stated that arm and head and when I asked him to show me where he refused and began to cuss me and refused to cooperate. I asked him about the damage to the residence and he advised he did that after his dad hit him with the hammer.

I asked Evan several times to tell me more about what had happened, but he would just cuss me and I explained to him several times he needed to get out of the bed and come out of the room and talk to me. Evan began to record me and I advised him that he needed to get out of the bed and asked him if he was going to resist arrest or comply with my commands. Evan continued to record and would not comply with my lawful orders and I grabbed him by his ankles and pulled him closer to the end of the bed to be able to gain access to his arms and hands.

I had PFC Webb come back inside the residence and I attempted to grab Evan’s wrist and he jerked away and would not comply. I took a step back and exhibited my Taser and gave Evan several more commands and he still refused to comply and I attempted to deploy my Taser, but the Taser would not deploy the probes and I holstered my Taser. I took control of PFC Webb’s Taser and deployed it into the front pf the body toward the lower stomach and side of Evan, due to him facing us and not having a suitable area on his back to deploy the Taser for one cycle.

The Taser had some effect on Evan and he locked up in the center of his body and myself and PFC Webb attempted to get him into handcuffs at that time, however he kept pulling his arms and hands from our grasp and continued to resist being arrested. I cycled the Taser once more and while the Taser was cycling we were able to get Evan on his stomach and into handcuffs at that time.

We got Evan to his feet from where we had pulled him onto his knees of the bed and I began to assess the area in which the probes had hit. I found one probe in his chest almost at the center of his sternum below his breast and pulled the probe out, with some blood dripping from the wound. I used his shirt to wipe away the blood and I was unable to locate the second probe at that time. We had Evan exit the residence and he sat on the front porch awaiting EMS he had requested when he called into 911.

Evan was confrontational with EMS personnel as well and told us he was going to the hospital and not jail and that we had tased him with a heart condition. I had EMS check the area of the taser probes and he was no longer bleeding and the second probe was found attached to his shirt. Evan allowed them to look at the injuries he stated he received from the hammer he stated that he was hit with, but neither EMS or myself were able to see any injuries in the area he stated he was hit.

Evan was transported to the hospital by PFC Webb due to his combative behavior and statements that he had heart conditions and needed medical treatment. Evan was cleared by medical personnel at Atrium Floyd and transported to the Floyd County Jail without further incident. Pictures were taken of the damage inside the residence and photos were attempted to be taken of Taser probe locations on his body, but Evan was not very compliant with any requests we had and continually cussed us.

In speaking with Mr. [VICTIM #1] he advised that Evan had been drinking and had asked him to take him to Rome and had become irate when he was not taken right away. He advised that Evan began to get in his face and made him fearful enough for his safety that he went to a back room and got a hammer to get Evan away from him. He stated that when he got the hammer he told Evan to stay away from him, but Evan kept coming after him and grabbed the hammer and they began to struggle over it and at some point Mr. [VICTIM #1] advised he must have hit his elbow on something when he was forced back by Evan and he had a small laceration to his right elbow with fresh dried blood on it.

Mr. [VICTIM #1] advised that he left the residence for his safety while calling 911 and that he could hear Evan destroying the house and that he had known he had already broken some stuff in the kitchen while he was still in the house.

[NARRATIVE #2 on July 04, 2026]

On the above date and time I, Pfc Webb was dispatched to a domestic at [2200 BLOCK] Gadsden Rd. While in route I was advised the male had been violent with law enforcement on a separate incident. Upon arrival I met with LT Clayton he was at Evans bedroom trying to talk to him. As I made my way through the house I observed the house was in disarray with furniture flipped and decorations broken. After checking on Lt Clayton I went to speak with the victim [VICTIM #1].

Upon speaking with [VICTIM #1] he advised that he was out in the shop working on his wifes car when Evan came to him asking to go to town. [VICTIM #1] stated he noticed Evan was very intoxicated and advised Evan he did not need to be in public in that condition. [VICTIM #1] stated this upset Evan and he began yelling at him and then it began to get physical Evan pushed him into the door and [VICTIM #1] stated he had a hammer in his hand but never struck Evan with it. While I was getting the story from [VICTIM #1], Lt Clayton asked me to come back inside where things had escalated.

Lt Clayton and myself were giving commands for Evan to turn around and place his hands behind his back because he was under arrest. Lt Clayton had Evan at Taser point during this interaction to which he attempted to deploy the taser but his malfunctioned. I noticed the malfunction and handed my department issued taser to Lt Clayton where more verbal commands were given Evan would not comply to which Lt Clayton engaged the cartridge which made good contact with Evan. After the contact Evan was given commands to which he did not comply and myself and Lt Clayton went hands on and had to force Evans hands behind his back.

After a brief altercation we were able to get him handcuffed and escorted out of the residence. During this time Evan continuously used obscene language and were calling all officers on scene obscene names. I had EMS come check on Evan due to the taser use and him stating he had a heart issue and he also was verbally abusive to the EMS crew. After EMS conducted their busniess I escorted Evan to my patrol vehicle where he was transported to Atrium for medical clearance.

Upon arrival at the hospital Evan was seen by medical and during this time continuously called myself and Sgt Penny various obscene names. After the hospital cleared Evan he was transported to Floyd County Jail where he was booked. While at the jail Evan refused to listen to commands given jail officers to which they also had to implement force to get him searched and placed in a cell.
