On August 7, 2026 I responded to the area of W. Hermitage by Hwy 53 in reference to a man trying to get into vehicles in parking lots.
Upon arriving I observed a man in a pair of underwear and shoes rolling on the road and a SUV parked a little ahead. I addressed the man in the road (later identified as Forrest Holt Jr.) and had him get off the road. The driver of the SUV got out of the car and started my way. She advised she had been driving on W. Hermitage and this man had rushed at her car and tried to enter the passenger side. She said she did not feel safe having him enter her car so she called E911 and stayed to talk to police.
I spoke with Holt again. He was barely able to stand on his feet so I made him sit down. He was slurring his words and sweating profusely. I could barely discern what he was trying to say. He believed that people were chasing him. I asked him when was the last time he ingested drugs and he said years He was staying with his sister in Shannon Village.
I told him to go back home for the day and if he stayed in the roadway or tried to run up on cars again I would take him to jail for pedestrian under the influence. He then began to walk toward Shannon Village. He then in front of me crossed the road back and forth several times and then stopped in the middle of the road. He bent down and touched his toes and began stretching in the middle of W. Hermitage. I then proceeded to place him under arrest as he made no effort to get off the road or to go home.
He was handcuffed behind the back, doubled locked and checked for fit. I transported him to the Floyd County Jail where he was booked without incident.
He was written a citation for pedestrian under the influence and disorderly conduct was put on a fact sheet.
