[NARRATIVE #1 on August 30, 2026]

On Saturday, August 30, 2026 I was dispatched to the area of Burnett Ferry and Shorter Ave in reference to a single vehicle wreck. While en-route dispatch advised that there were two people inside the vehicle who both appeared to be unconscious. At that time time I activated my emergency lights and siren and responded code to the area.

Upon my arrival I observed a white 1999 Mercury Marquis (Tag: [REDACTED]) stopped in the middle of the intersection of Burnett Ferry and Whitehead St. A black 2022 Portcity trailer (Tag: [REDACTED]) was also in the middle of the roadway on Whitehead St. Inside the vehicle I observed a white male driver slumped over the steering wheel and a white female passenger in the front floorboard of the vehicle. Neither person appeared to be conscious and I was unable to tell if they were breathing.

At that time Rome Fire Department arrived on scene and were able to make access to the interior of the vehicle by breaking the front passenger window. EMS and fire render aid to both parties and Narcan was administered to both individuals at that time. The driver was later identified as Mr Jesse Samaha and the passenger was identified as Ms Freda Turner. Both parties were transported by EMS to Floyd Medical Center for treatment.

I was approached by Mr [WITNESS #1] and Ms [WITNESS #2] who advised that they had witnessed the wreck. Ms [WITNESS #2] stated that she witnessed the vehicle traveling toward Shorter Ave suddenly leave the roadway. She advised that the vehicle veered right and strike a trailer parked in a lot on the corner of Burnett Ferry and Whitehead St. Ms [WITNESS #2] advised that both individuals were unresponsive and she had not been able to open the car doors to check on them. She stated that she called 911 at that time.

Mr [WITNESS #1] also advised that he witnessed the vehicle leave the roadway and strike the trailer. At that time Officer Ansari spoke with the clerk at 1705 Shorter Ave (Marathon) and was able to collect surveillance footage of the wreck. The footage was unloaded to evidence.com under this case number.

Sgt Rast and Officer Chavez conducted a search of the vehicle. Sgt Rast advised me that he had located possible fentanyl in the front passenger floorboard of the vehicle. Officer Chavez was advised by EMS that a syringe had been located in the front right pocket of Mr Samaha’s pants. All items were collected as evidence and placed into the temporary evidence room at the Rome Police Department.

At that time I met with Mr Samaha and Ms Turner at the hospital. I read Mr Samaha implied consent and asked if he would submit the state administered test of his blood. He stated “I guess.” Ms [REDACTED] completed the blood draw of Mr Samaha which was then turned the blood kit over to me. It was later placed into the temporary evidence room at the police station. Mr Samaha and Ms Turner were both placed under arrest while at the hospital and were medically cleared for incarceration.

I then transported both parties to the Floyd County Jail. Ms Turner was booked for possession of controlled substance schedule II. Mr Samaha was booked for possession of a controlled substance schedule II, DUI, and failure to maintain lane.

[NARRATIVE #2 on August 30, 2026]

On Sunday 8/30/2026 I, Ofc Chaves went to assist PFC Oney on a single car wreck on Burnett Ferry Rd near Shorter Avenue.

Upon my arrival EMS and Fire were assessing injuries and attending to the driver and passenger who were identified as Jesse Samaha and Freda Turner. EMS was able to pull Jesse out the vehicle and onto a gurney and while doing so a syringe needle was seen sticking out Jesse’s pant pocket and EMS requested I remove it. The syringe needle is a common method used to ingest drugs. There was also suspected fentanyl found on the floorboard of the vehicle. I collected both the syringe and fentanyl. The fentanyl will be sent for testing and the syringe will be placed inside the sharps disposable box.

It should be noted that fire and EMS administered Narcan to both Jesse and Freda due to both being unconscious. Jesse did respond to the Narcan and was able to regain consciousness and stated he had consumed fentanyl and that he is a drug user and had relapsed today.

Both were transported to Atrium Floyd hospital for medical clearance.
