On April 10, 2026 at 1541 time, I responded to the listed location in reference to a sexual assault that occurred.
Upon arrival, I spoke with [WITNESS #1] (Director over Chulio Hills). [WITNESS #1] stated that she was approached by staff in reference to the victim, [VICTIM #1], being sexually assaulted. [WITNESS #1] went on to state that offender, George Robbins, entered into [VICTIM #1]’s room and kissed her without her consent. [WITNESS #1] stated that [VICTIM #1] is a disabled adult who cannot speak or move on her own.
[WITNESS #1] stated that [VICTIM #1] can only answer in short sentences at most, but usually only yes or no questions. [WITNESS #1] went on to state that [VICTIM #1] has had several strokes that has caused her to become like she it. [WITNESS #1] continued by stating that [VICTIM #1] needs assistance in her every day life to include eating, showering, and getting out of bed. I did advise [WITNESS #1] I would like to speak with [VICTIM #1] and I was accompanied by the social worker and assistant director over the nurses.
I spoke with [VICTIM #1] and attempted to limit the questions to yes or no questions. I did ask [VICTIM #1] if this has occurred more than once and she stated yes. If more than 2, 3, 4, or 5 times, she again stated yes. I then asked if it has occurred more than 10 times to which [VICTIM #1] stated yes. There was no hesitation in her answering yes in these questions. I also asked [VICTIM #1] several other questions to include if she knew when it started (she stated no), how often it goes on for, if she wanted George to kiss her, and if she wanted to press charges. [VICTIM #1] answered that she did not want George to kiss her and that she did not want to press charges.
I spoke with George next. When asked about the situation with [VICTIM #1], he stated they were just friends. When asked why [VICTIM #1] was saying he was kissing her, George stated it was because he was being good to her. When I asked if kissing someone against their will was good for them, George stated he did not understand what I was talking about. George stated that it occurred twice and when asked further, stated that it has occurred twice on the listed date.
George stated that he was just “loving her” and not getting any gratification while kissing her and that he was just being good to her. George stated that he does not feel like he wants to take it further as he has “more sense than that.” While attempting to advise George that [VICTIM #1] cannot consent, he asked why [VICTIM #1] would not tell him herself. George was once again advised that [VICTIM #1] cannot tell him not to do it as she does not have the ability to tell him to due to her strokes.
During this time, George seemed to not care about the issue at hand. I did ask George why he did not care and asked if he knew what kind of trouble he was facing. George stated that he did not, so I advised him what the issue was. When he was advised that it was a felony charge, George continued to look annoyed about the situation. At this point, I spoke with [WITNESS #1] again and advised her of the situation.
I then spoke with Sergeant Werner and advised her of the situation. I told her the above situation and what occurred. I advised Sergeant Werner that I had Exploitation of a disabled adult, but was attempting to see if any other charge would fit. After speaking with Sergeant Werner, I did arrest George on Simple Battery and Exploitation of a disabled adult. Handcuffs were placed on George in the front, checked for fit, and double locked per policy. I received George’s face sheet and list of medicine. George was transported to the county jail where he was booked with no issue.
