On Wednesday 5-14-2025 I, Ofc Chaves was dispatched to [REDACTED BY AGENCY] in reference to a suspicious male with his sexual organ out.
Upon arrival I observed a male sitting on a bench at the above location. The subject had a bottle of bud light out in front of his legs and his jean pants were unzipped all the way exposing his sexual organ to the public.
I then called for the male to wake up however had to use my foot to nudge his leg in order for him to wake up. The male was identified as Horace Penn. I could smell the odor of alcohol emitting from his person, slurred speech and could observe Mr. Penn had urinated himself. I told Mr. Penn to zip up his pants and attempted to speak with Mr. Penn.
Mr. Penn stated he was walking all over Rome and sat down on the bench to take a break. Mr. Penn did not acknowledge why his genitals were out or how it happened. Mr. Penn stated he wanted to walk home, however it was not a walkable distance from our location. Mr. Penn denied taxi services as well and stated he would not be able to call for a ride home. Mr. Penn was visibly swaying and unbalanced almost falling forward at some points.
Mr. Penn was then placed in handcuffs, checked for fit and double locked. I then guided Mr. Penn to my patrol unit where he swayed to the right and walked into my unit. I then had Mr. Penn face away from me and searched incident to arrest before placing him in the backseat of my patrol unit. I then transported Mr. Penn to the Floyd county jail where he was booked for Public drunk OCGA 16-11-41 and Public indecency OCGA 16-6-8 without incident.
The backseat was cleared before and after.
