On April 28th, 2025, I, Officer Carswell and Officer Spurgeon, was dispatched to [100 BLOCK] E 14th St Rome Ga 30161 in response to a domestic.
Upon my arrival, I noticed, the later identified offender, Isaiah Sullivan, pulling a mattress out of the residence. I told Isaiah to come speak with me off to the side so that I could get his side of the story. Isaiah told me that he got into a verbal argument with his sister/victim, [VICTIM #1] that escalated rapidly. Isaiah said that the argument started over a drink. I told Isaiah to standby and I went to speak with his sister.
I asked [VICTIM #1] if I could speak to her inside so that we could be away from Isaiah, as he was still very heated. She agreed. [VICTIM #1] told me that she offered Isaiah a drink, but he tried to embarras her in front of his friends, so she took the drink back. [VICTIM #1] said this is when Isaiah put his hands on her. [VICTIM #1] said that Isaiah put his hands around her throat and slung her around the front porch.
I did notice a scrape on her shin that is consistent with concrete. [VICTIM #1] then said that Isaiah went inside to try and remove a bedroom suit that was given to him by an [REDACTED]. [VICTIM #1] said that her and Isaiah got into a fight again and this is where she got scratched up more. [VICTIM #1] said that Isaiah pinned her onto the couch and put his hands around her throat again. There appeared to be discoloration on [VICTIM #1]’s neck that would be consistent with strangulation.
I noticed large cuts on [VICTIM #1]’s shoulder and she had some scratches on the backside of her hands.
I then told her to standby and went to speak with her mother. The mother, [WITNESS #1]. [WITNESS #1] said that she arrived after the incident, but her daughter was crying and that she just wanted him gone.
I then went back to Isaiah and told him to turn around and place his hands behind his back. I placed him in handcuffs, checked them for fit, double locked them, conducted a search incident to arrest and placed Isaiah in the back of my patrol vehicle.
I then went back to [VICTIM #1] and gave her a victims bill of rights and notification form. She declined being notified of Isaiah’s release.
I transported Isaiah to Floyd County Jail and booked him on a fact sheet for aggravated assault and family violence battery.
Backseat cleared post arrest.
