[NARRATIVE #1 on August 29, 2026]

On Saturday, August, 29, 2026 I was dispatched to 400 Civic Center Dr (Civic Center) in reference to a fight call.

Upon my arrival I observed a large crowd in the parking lot yelling at each other. I observed two black males who appeared to be the suspects involved in the incident. One male (unidentified) with a beard wearing a black short sleeve shirt, black pants, and a silver chain was yelling and walking aggressively toward another male wearing a suit. Members of the crowd were calling the man in the suit by the name Jamar. The crowd was attempting to keep the two males separated by placing themselves between the two and escorting Jamar toward the back of the parking lot. One person advised that they were just trying to leave the area.

At that time Jamar yelled something to the male about needing to talk to someone and the unidentified male began walking aggressively toward Jamar again and repeated yelled “That’s my cousin.” and there was no need for Jamar to talk to him. I stepped between the two males and separate them by putting my hands up to create a safe distance between them. The unidentified male ignored this and kept walking toward Jamar yelling. At that time I placed my hand against his chest and pushed him backward and gave him a verbal command to back up. He kept walking toward Jamar who was on the other side of the parking lot at this time.

Members of the male’s family in the crowd stepped in at that time and calm him down. They also advised me that there was something going on with the man’s sister and he was trying to make sure she “was good” No one was able to elaborate on what had happened between the two males that evening. The unidentified male was placed into a vehicle by his family and left the scene.

I then made contact with the other party who was later identified as Mr Jamar Roberts. I observed that Jamar was extremely intoxicated at this time and attempted to ask him about the incident that had occurred. Members of his family that were nearby interrupted the conversation with Jamar and made statements like “No, they’re aggressive” and “we scared of you.”

Jamar told his family to stop and that he wanted to speak with law enforcement. He attempted to walk away from his family in order to speak with me at that time about the incident but his family followed. They told Jamar to get in the car to leave and I advised them that he was not free to go while I was conducting my investigation. He again told his family to go away that he wanted to speak with me. The crowd was continuously given verbal commands to back up.

I then observed that he had a cut along the bridge of his nose and blood on his face. When I advised Jamar of this he stated “I don’t got nothing on my face, watch your mouth.” At this time the crowd again attempted to interrupt the conversation and had to be given more verbal commands to back up. I again gave multiple verbal commands to the crowd to back up. When I asked about the injury to his face a second time Jamar stated “OK, so what?” The crowd again surged forward and had to be told to back up. At that time Officer Chaves arrived on scene and began to help with crowd control while I interviewed Jamar.

I attempted to de-escalate the situation by separating Jamar from the crowd. I repeatedly tried to get him to speak to me while Officer Chaves handled the crowd control. Jamar stated “I’m waiting for them to goddamn back up.” He then attempted to walk around me in an aggressive manner back toward the crowd while yelling at the crowd to back up and he was talking to law enforcement.

I eventually was able to calm Jamar down enough to begin to explain what had happened that evening. While he was speaking I observed that he was unsteady on his feet, swaying, and had slurred speech. He advised that the members of the crowd nearby had nothing to do with the incident.

At that time an unknown female approached myself and Jamar from the area of the Civic Center. I gave her a verbal command to back up and Jamar became very irate. He stated “If you can tell her to back up then you back up, back up.” while making a pushing motion toward me. He then grabbed the female around the shoulders and made statements about talking to her.

An unknown shirtless male with brands on his chest then approached Jamar and the female and attempted to wedge himself between them. I advised Jamar that I was still attempting to speak with him and he yelled “Don’t touch me, don’t touch me, don’t touch me.” I believed that he was yelling at the unknown male to not touch him so I reached out and tapped the males arm to get his attention.

When I tapped the unknown males arm Jamar reached up and intentionally struck my right hand/wrist area. At that time I grabbed his left wrist with my right hand and his upper arm with my right hand bring his arm behind his back. Officer Chaves gained control of Jamar’s right arm and we escorted him to the front of vehicle 182. Once there he pulled his left arm away from me and placed his left hand on the hood of the car. Jamar attempted to push backward and regain control of his arm. I then grabbed his left arm and placed it behind his back while Officer Chaves did the same with his right arm.

I placed my left forearm across Jamar’s shoulder blades and pushed down until his chest was against the hood of the vehicle and we were able to gain control while waiting for back up to arrive. The crowd had to be given multiple verbal commands to back up from officers during this time as well. As a result I waited for other officers to arrive on scene for crowd control before handcuffing Jamar.

During this time Jamar kept yelling at the crowd and escalating the situation. Once he was handcuffed Officer Chaves and I escorted him to the prisoner area of vehicle 182. He was given verbal commands to sit down in the vehicle. Jamar tensed up and attempted to turn back toward officers at that time. Officer Chaves escorted Jamar into the rear of her vehicle.

I then attempted to locate the other person involved in the fight but was unsuccessful. Members of the crowd informed officers that family had already removed him from the situation. At that time I began to look for the security guard hired for the event.

I made contact with Mr [WITNESS #1] who advised that he witnessed the incident. He stated that he had gone outside and observed two males fighting in the parking lot. Mr [WITNESS #1] described both males as slim black males. He did not know the names of either party nor why they were fighting. He also advised that he did not know who had started the altercation but both were mutually involved in the physical altercation.

I located the security guard and complainant, Ms [WITNESS #2]. She stated that she had been helping with clean up from the wedding and when she had gone outside she had observed multiple groups of people arguing and fighting. She advised at that time she contacted 911. Ms [WITNESS #2] stated that she did not know why anyone was fighting or the identities of anyone involved.

At that time I responded to the Floyd County Jail with Officer Chaves. Once there Jamar was booked for felony obstruction, misdemeanor obstruction, simple battery, disorderly conduct, and public drunkenness.

[NARRATIVE #2 on August 29, 2026]

On Saturday 8/29/2026 I, Ofc Chaves was dispatched to the Civic center in reference to security working there advising there was a fight.

Upon arrival I observed PFC Oney speaking with individuals and it appeared the situation was de escalating as other parties were dispersing. The male who was very animated, waving his hands up and down, speaking loudly, and yelling at his own family members was identified as Jamar Roberts. PFC Oney was speaking with him while I tried to speak with his family who were advising they did not like the police and were upset we were there. I advised them there was a 911 call in reference to a fight.

Some members began stating that there was a fight earlier and that the other parties (not named) had left. However they stated that Jamar Roberts (the male speaking with PFC Oney) was drunk and enjoyed “trolling” police officers. I asked multiple times where are their rides in which they kept stating their “brother” was here to pick them up but was no where to be found. They also stated that Jamar was really intoxicated and that he is an “a*shole” and does not listen. I observed Jamar yelling and cursing at multiple people around as well.

I then heard Jamar’s voice get loud to the point I can hear him over multiple other voices and I turned around. When I turned around I observed PFC Oney attempt to de escalate him and heard her give Jamar verbal commands to stop and to calm down, I then observed PFC Oney put her arm out in attempt to create a safe space between her and Jamar and this is when I observed Jamar swing in a punching motion at PFC Oney.

I then disengaged my conversation with the other subjects and gave Jamar verbal commands to stop and place his hands behind his back, he failed to comply and attempted to turn on me however I was able to gain control of Jamar Roberts along with PFC Oney. We then placed Jamar on the hood of my patrol vehicle while attempting crowd control and waited for backup.

Once back up arrived I advised PFC Oney to place Mr. Roberts into handcuffs. Mr. Roberts was then escorted to the backseat of my patrol vehicle where he failed to comply to more verbal commands and tried to turn around again instead of sitting in the vehicle. I then grabbed Jamar by the top of his shoulder and elbow and forced him into my vehicle. The backseat camera was then activated after securing Jamar in my backseat.

At this point other officers were able to mediate the crowd while I was able to speak with the mother of Jamar to obtain his information.

I then transported Jamar to the Floyd county jail where he was booked accordingly. Jamar was not cooperative at the jail and disobeyed the jailers commands as well. Jamar was then cleared by the nurse.
