On Saturday, August 22, 2026, at 7:00 p.m. I (Officer Hart) was dispatched to 1454 Turner McCall Blvd (T.J.Maxx) regarding a theft in progress.

Upon arrival, I made contact with [WITNESS #1] (Asset Protection). She stated that the two females were standing at the clothing dressing room. I observed them look in my direction, and they walked back into the dressing room with a large bag. Once the first individual walked out, she placed some clothing on the clothing rack and no longer had the large bag. I told her to sit on the bench beside her until the other female came out. Once she exited the dressing room, I asked her to sit down as well.

I asked for their IDs; the first female handed me an ID with the name Shekeitha Tinger on it, and the other female said her name was Jasmine Johnson. The ID’s were handed back after I ran them through dispatch, a third female ([REDACTED]) who was said to be with them, walked over and asked what was going on. I informed her, and knowing she could be in on the shoplifting as well, I asked her to stay and also asked for her ID. Dispatch informed me that both Jasmine and the female who, at this time, appeared to be Shekeitha had warrants for her arrest.

[WITNESS #1] went inside the dressing room and found a pile of clothes with the magnetic security tags removed. The security tags were found inside one of the pairs of shorts. Staff confirmed they were the only ones in there. [WITNESS #1] also advised me that when the two females exited the dressing room they were carrying the large bag which appeared to be full as if they were attempting to conceal clothes. Upon seeing me they re-entered the dressing room and upon exiting they no longer had the bag full of items.

Once officer Cook arrived, we advised them they had warrants. At this time, the female who identified herself with Shekeitha’s ID stated it was not her, and she handed me a different ID with the name Arkeshia Tinger on it. I asked why she had this ID, and she stated she gave me the wrong ID and that it was her cousin’s. I then returned to my patrol vehicle outside and ran her name through dispatch, and dispatch informed me she had warrants as well.

During this time, we did not have enough evidence to keep [REDACTED] since she was not with the two suspects during the theft, so she left. I returned inside and gave the last four digits of their Social Security numbers to dispatch for confirmation. As we waited to see if the counties wanted to pick up, I verified how many items were found in their possession and what the cost was. A total of 14 items were recovered, and the total cost was $736.93 before tax. I also discovered that Jasmine took the first ID that Arkeshia gave with her.

During this time, [WITNESS #1] handed me her phone, and Georgia Attorney General’s Office Chief Investigator [REDACTED] informed me they were involved in an investigation, and they asked me to secure any phones on the two individuals. I walked back to Arkeshia and Jasmine and confiscated Arkeshia’s phone, and both were placed in cuffs and transported to my patrol vehicle. Both were searched incident to arrest and placed in the back of my patrol car. Due to Arkeshia’s size, I was unable to put her seatbelt on her.

Arkeshia and Jasmine were transported to Floyd County Jail for Shoplifting and their outstanding warrants. The patrol car was searched before and after transport. Sgt Sutton with CID was advised and asked that Arkeshia’s phone that was seized as evidence be placed inside PFC Vandehoke’s office to be connected to a charger and put in airplane mode.
