On the above date and time, I Pfc. Flippo was dispatched to the above address to assist Pfc. Dutton with a juvenile female that was knocking on doors asking for help.
Pfc. Dutton arrived on scene before me. He took custody of the female juvenile, [VICTIM #1], from the residence she was found at. We met at Model High School. When speaking to [VICTIM #1], she stated she had friends during her recent school year, 2025-2026, that were no longer her friends. She stated they started bullying her. [VICTIM #1] stated her previous friends mother contacted [VICTIM #1]s mom, Jenny Godwin about something her recent friend posted on Snapchat. Jenny told [VICTIM #1] that she better show her the screenshot, but [VICTIM #1] told Jenny that she did not have any screenshots to show her.
[VICTIM #1] then stated that Jenny demanded she give her phone to her. [VICTIM #1] stated once Jenny had seen messages her and her recent friends had been sending to each other talking about Jenny, she got angry toward [VICTIM #1]. [VICTIM #1] stated when Jenny seen the messages, Jenny slapped [VICTIM #1] across the right side of her ace and then backhanded her on the left side of her face. When [VICTIM #1] was backhanded, there were marks left on the left side of her face, under her eye. There was swelling and light bruising starting to show when I observed her injuries.
[VICTIM #1] stated there was a camera on the mothers bedroom floor that pointed upward. [VICTIM #1] stated she then left the room and Jenny followed her. She stated Jenny then shoved her in to a bedroom door and “bucked up” to [VICTIM #1]. She stated her mother then grabbed her by the throat with her left hand and strangled her by physically squeezing her throat. [VICTIM #1] stated when Jenny was squeezing her throat, Jenny shoved her against the door, causing the door to swing open and [VICTIM #1] falling to the ground. [VICTIM #1] stated she then left the residence to find help. While speaking to [VICTIM #1], we had concerns about her safety if she were o return to the residence with her step dad, [REDACTED].
Pfc. Dutton contacted on-call DFCS about the situation. Shortly after, Pfc. Dutton took protective custody of [VICTIM #1]. When I asked [VICTIM #1] what hand Jenny used most commonly and/or wrote with, she stated her left hand. Meaning her left hand is the most dominant.
The markings on [VICTIM #1]s throat aligned with a left hand. The markings on the left side of her face were possibly from the knuckles of her mothers left hand when [VICTIM #1] was backhanded. When I asked [VICTIM #1] where [REDACTED] was during the incident, she stated he was in the kitchen which was directly beside the bedroom they were in, according to [VICTIM #1].
Pfc. Dutton spoke with Jenny about the incident. Myself and Pfc. Dutton both investigated [VICTIM #1]s injuries once more and found there was evidence to arrest Jenny. I placed Jenny in to handcuffs and conducted a search incident to arrest on her. I transported her to the Floyd County Jail.
