On March 5, 2025 at approximately 1938 hours, I (PFC Blankenship) was dispatched to [30 BLOCK] Williamson St in reference to a domestic where the complainant, [WITNESS #1] advised the call taker that her dad, Jesse William Tapp, was threatening to beat up her mom, [VICTIM #1]. While en route the complainant advised that Jesse had left the residence in his 2001 blue Jeep Cherokee bearing Ga registration [REDACTED].
Upon arrival, I spoke with [VICTIM #1] who told me that her husband, Jesse called her on the way over to her home (they are separated with [VICTIM #1] and [WITNESS #1] living apart from Jesse at the above address) and was yelling and cursing at her. She advised that he blamed her for the problems that he had with his girlfriend. She further explained that Jesse is angry with her over a settlement that she received over a car crash where she was injured. She received a large settlement for her injuries and Jesse was awarded none.
[VICTIM #1] advised that Jesse pulled up to the house still on the phone with her and came inside continuing to yell and curse at her and call her names. She advised that he appeared and was acting in an altered state and advised that she had recently found out that he had begun using drugs again. She said that he became very aggressive toward her and paced rapidly from the living room to the garage while gesturing to her and yelling at her. She told him to leave and he refused.
When she kept telling him to leave, he then told her that if she didn’t shut up that he was going to “beat your fu*king a*s”. He then made other statements including “you’re going to pay for this tonight” and “you ought to get your a*s beat”. Due to his aggressive nature and possible altered state, [VICTIM #1] told me that she feared that Jesse might harm her or begin destroying items in her home. She advised that he has destroyed her property in the past. She then called out for her daughter, [WITNESS #1], to call the police to keep him from harming her or breaking anything. She advised that he only left when they showed him they were calling the police.
I spoke with [WITNESS #1] separately and she advised me that she had been in the kitchen with her boyfriend, [WITNESS #2], when she heard her father come in and start yelling and cussing at her mother. She told me that she heard her father yell at her mother “I’ll beat your a*s”. She advised that she then came around the corner into the living room and was calling 911 for her mother.
I then spoke with [WITNESS #2] separately who advised a similar story that he and [WITNESS #1] were in the kitchen when her dad came in and began yelling at [WITNESS #1]’s mom. He advised me that he had heard Jessie yell “I’m gonna beat your a*s.”
While myself and PFC Turrentine were at the above address investigating, dispatch advised that Jesse had called into 911 and was advising the call taker that if police checked in [VICTIM #1]’s night stand–they would find drugs. He then hung up. Dispatch advised that he was mapping on Shorter Ave just across from Williamson St.
I asked [VICTIM #1] if she would consent to a search of her nightstand and she agreed to it advising that there were no drugs in there. PFC Banks arrived on scene with his Canine and checked the above area and advised that no alerts were given and no drugs were found.
I then advised [VICTIM #1] and [WITNESS #1] of TPO procedures and myself and PFC Turrentine checked the immediate area for Jesse’s vehicle but were unable to locate it. I then procured a warrant for Jesse’s arrest for Terroristic Threats and Acts (FVA).
While working on this report, at approximately 2311 hours, officers were dispatched to the area of [30 BLOCK] Williamson St due to [VICTIM #1] calling in advising that Jesse had showed up to the residence again. She advised that he had driven off in the same blue Jeep Cherokee toward Wilkerson Rd. Officers checked the area and Jesse was located traveling near the intersection of Weathington Rd and Billy Pyle Rd.
I then met with officers at the above intersection and placed Jesse under arrest and into handcuffs, fit and double locked. I then read Jesse his Miranda rights and asked him about what happened earlier between him and [VICTIM #1]. Jesse began making statements about how [VICTIM #1] had been yelling at him and was trying to get him in trouble. He then talked about being in the garage while [VICTIM #1] was in the living room and advised that he “didn’t even know the others were in the house”. He further made statements about [VICTIM #1] and the insurance settlement and her having lots of money while he had nothing.
He admitted that he had been yelling at [VICTIM #1] and that the argument had gotten heated. He advised that no one had laid a hand on anyone and denied ever making threats to [VICTIM #1]. When I asked him about the statement “I’ll beat your a*s” he advised that he had said “you out to have your a*s beat”. I asked him about the statement “you’ll pay for this tonight” and he denied saying that.
When I asked him why he had left when the police were called, he said that he wasn’t going to stick around and get locked up. When I asked him whey he had gone back to the house in the middle of the night after he had ran and the police had been called on him, he made statements about how it probably hadn’t been a good idea and that he had wanted to get his tools and clothes and just “move on”.
I searched Jesse incident to arrest and placed him in the back of my patrol vehicle. He requested that his vehicle be left on the shoulder of the road at the intersection of Weathington and Billy Pyle with the keys left inside. While transporting Jesse to the Floyd County Jail, I asked him about his living situation and he said that he lives at the house with [VICTIM #1]. He advised this despite having his car full of personal belongings and it appearing as though he lives out of the vehicle.
When I had spoken to [VICTIM #1], she advised that she and [WITNESS #1] had moved into the house at [30 BLOCK] Williamson St this past Sunday (3/2/25) and that she had agreed to let Jesse store what tools and clothes in the garage that he wasn’t able to fit in his Jeep. She advised that he is basically living out of his jeep and runs around with a girlfriend.
Jesse was booked in on his warrant for Terroristic Threats and Acts and a fact sheet was filled out for Jesse charging him with Disorderly Conduct for acting in a violent and tumultuous manner toward [VICTIM #1] causing her to fear harm and possible property damage.
