[NARRATIVE #1 on September 07, 2026]

On Monday 9/7/2026 I, Ofc Chaves was dispatched to the area of Jim N Nicks in reference to a person rolling around in the ground, spitting stuff out her mouth, rolling around on the ground again, and walking in and out of traffic in the parking lot, a caller stated to come quick due to the way she was about to get hit by a car. Dispatch advised there were multiple callers throughout the day about this same female subject.

Upon arrival Ofc Ansari stated that the female was walking away I then caught up to her to try and identify her. The subject who was later identified at the jail was named Jessica Randle. Jessica immediately turned away and attempted running from me after I told her to stop and come here. Jessica then got down on the ground and yelled at me to arrest her while she was on the ground I asked her a few more times what was her name and she failed to identify herself multiple times.

Jessica then got up and began running away again. I then ran toward her and she attempted to use a pole to create distance between us. I then grabbed Jessica and performed a leg sweep to get her on the ground. While on the ground I grabbed her arm and began putting her arm behind her back while she continued to flail around on the ground. I then pushed her arm up in an arm lock and Jessica subsequently gave up by giving me her other arm and stating “I was just kidding.”

Jessica was then searched incident to arrest and placed in the backseat of my patrol vehicle. I then contacted one of the callers who did not want to be in the report and she stated that she observed Jessica at Jim N Nicks acting erratic and aggressive. The caller stated Jessica was banging on the windows and at one point grabbed a bench that was outside and it looked like she was trying to “break into” the already open restaurant.

The caller stated that Jessica then put the bench down but was still yelling but the caller could not make out what she was saying. The caller observed Jessica walking in out of traffic in the parking lot and rolling on the ground before she eventually walked away toward the south side of Jim N Nicks.

Once at the jail I was able to identify Jessica finally and she was booked accordingly.

[NARRATIVE #2 on September 07, 2026]

On Monday, September 7, 2026, at approximately 1656 hours, I responded to the area of 10 Shorter Ave, Rome, GA 30165 regarding a suspicious person walking in and out of traffic, appearing to be intoxicated.

When I initially saw the suspicious person, she was seated on the curb of Jim N Nicks, and I approached to talk to her. While I tried to approach her, she turned around into a child’s pose with her head on the ground and both hands behind her back. I tried to reach out to her to ask how she was doing, but her reply was unclear. She was talking about a bunch of stuff unrelated to what I was asking.

I tried asking her name, but she started screaming, and when I asked again, she gave me a name like, “Noa.” I asked for the name again, but she started speaking a bunch of stuff that didn’t make sense. Eventually, she got agitated on her own and started screaming at me. She walked away from me, and I watched her leave as she walked around W 10th St. Officer Chaves arrived at the scene shortly and approached her to try to talk with her.

While Officer Chaves was trying to talk to her, she started running from her, and Officer Chaves had to go hands-on with her. As Officer Chaves went to grab her hands, she pulled away, so Officer Chaves tactically used her legs to restrict the movement and skillfully brought her to the ground. I maneuvered myself to hold her legs while Officer Chaves gained control of her upper portion of the body.

She was arrested and handcuffed in the back, which was checked for a proper fit and double-locked. She was placed in the back seat of Officer Chaves’ patrol car and transported to the Jail.

See primary for further details at this time.
