On June 10, 2026 at approximately 4:28am. I was dispatched to the area of [3600 BLOCK] Blacks Bluff Rd in reference to a domestic violence altercation.
Once on scene I met with Jorginho Lobo who is also the initial reporter of the incident. Jorginho was just a little way down the road in a blue passenger car. While speaking with Jorginho he advised that his roommate [VICTIM #1] threatened to kill him and proceeded to reach into a black back that he carries the firearm in. Jorginho advised at this point he attempted to run [VICTIM #1] over out of self defense but believed that he missed him.
We returned to the address where this had occurred and the yard was destroyed where Jorginho tried to run [VICTIM #1] over. The blue vehicle Jorginho was driving was also damaged from the incident as well. While speaking with [VICTIM #1] he advised that Jorginho successfully struck him with the vehicle, knocking him backwards onto the ground. [VICTIM #1] then showed us abrasions to the back of his head and his arms where he slid across the ground. At this time we had EMS come in to evaluate [VICTIM #1]’s condition. [VICTIM #1] refused any other treatment.
I spoke with [VICTIM #1] and other occupants of the home in reference to the black bag with the firearm inside of it. [VICTIM #1] advised that he does have a black bag with a firearm inside of it but did not threaten Jorginho with it. The other occupants stated they never heard [VICTIM #1] make any threats either. Although they had been arguing throughout the night.
At this point I placed Jorginho under arrest for aggravated assault due to his admission of weaponizing his vehicle against [VICTIM #1] by striking [VICTIM #1] with his vehicle. I had no sufficient evidence against [VICTIM #1] on behalf of the alleged threats that he had made therefore he was not arrested at the time of the incident. I transported Jorginho to the Floyd County jail with no further incident.
Back seat cleared before and after transport.
Handcuffs checked for fit and double locked.
