On June 24, 2026, I, PFC Roden, responded to 1105 Martha Berry Blvd., Room [REDACTED], in reference to a domestic dispute.
Upon arrival, I made contact with Joseph Bisher and asked him to explain what had occurred. Mr. Bisher stated that he had “crashed out” earlier that morning and damaged several items of his own property, including his gaming console and a bag of dog food. He advised that he and his girlfriend, [WITNESS #1], had been arguing because she continuously accused him of being gay.
Mr. Bisher stated that Ms. [WITNESS #1] threw a bottle of glue at his head, striking him. He also admitted to striking Ms. [WITNESS #1] in the thigh with his fist.
I then proceeded to Room [REDACTED] to speak with Ms. [WITNESS #1] separately. Her account was generally consistent with Mr. Bisher’s; however, there were discrepancies in the timeline of events. Based on the information gathered, I was unable to determine the primary aggressor.
While on scene, Ms. [WITNESS #1] stated that approximately two to three weeks prior, Mr. Bisher had stabbed his dog with a machete. I observed the dog inside a crate in the corner of the room. I requested that dispatch notify Animal Control to respond to the scene.
I then returned downstairs and asked Mr. Bisher about the dog’s injuries. Mr. Bisher admitted that he had cut the dog with a machete. When asked why he struck the dog, he stated that he did not want to “hit his girl,” so he hit the dog instead.
Upon the arrival of Animal Control, I placed Mr. Bisher in handcuffs and secured him in the rear of my patrol vehicle. I photographed the dog’s injuries as well as the machete used in the incident. These photographs were uploaded to Evidence.com.
Mr. Bisher was transported to the Floyd County Jail without incident.
