On Wednesday May 20, 2026 at approximately 11:34pm, a few 911 calls came in about a subject laying in the roadway in the intersection of Riverside Pkwy and Turner Mccall Blvd. PFC Ballard was driving through the intersection and found the subject. He was later identified as Joseph Spooner. We got him out of the roadway and PFC Ballard asked what his name was. He stated his name was Oliver Chase Carter Jr. Dispatch ran his information through GCIC and it did not come back. I then asked him what name was on his Georgia ID and he stated it was Joseph Spooner. Dispatch ran that name and it did come back and the attached picture was confirmed to be him.

Mr Spooner was only 19 and had a strong odor of an alcoholic beverage on his breath. He was also acting erratic and not following directions very well. He had fallen over a few times and had to be helped off the roadway. We called an ambulance to the scene and he became argumentative with the EMT’s. He had to be strapped to the gurney and was transported to Atrium for medical clearance.

Once there, he was combative with Atrium security. Medical staff eventually had to give him several shots of medicine to put him to sleep so they could treat him. Once he was cleared to go to the jail, he was still hard asleep and we could not wake him up. A decision was made to leave him at the hospital and take out city warrants on him for public drunk, disorderly conduct, and underage possession of alcohol.
